Tiffin Planning and Zoning Commission March 1, 2006'
A regular meeting of the Tiffin Planning and Zoning Commission was brought to order
by Chair Steve Berner at 6;30 p.m. Wednesday, March 1, 2006 at the Tiffin Fire Station.
Members present: Steve Berner, Melvin Reeve, Terry Richardson, Shawna Colvin.
Absent: Stephanie Swine.:Also present: Mayor Glenn Potter, Ruth Demuth, Jim Bartels,
Karin Dils, Brian Detert,Ned and Ann Allen, Greg Allne, Mike Roberts, Royce Phillips.
Motion Richardson, second Reeve to approve the printed minutes.

Ned and Ann Allen and Greg Allen were present to explain why they would like their
property zoned to residential, single family. The recent school bond has been approved
and the Allen believe that family homes in the area would be preferable to commercial
along the Highway. Bartels believed he had always been commercial at his home. The
older zoning and also the newer zoning maps show the Jim Bartels home as residential.
Melvin Reeve asked if the Allen thought that Dorothy.Allen agreed with residential for
this property and for her property that sits directly west of the Ned Allen property. Chad
Freeman who is interested in the Dorothy Allen property, had signed the petition
approving the change to residential at the Ned Allen property. Colvin felt that residential
might be good across the highway from the new proposed high school buildings.
Motion Reeve, second Colvin to recommend to the council that the Ned and Ann Allen
property be rezoned to R-1 E, Residential single family estate with the recommendation
contingent on the either Dorothy Allen or any new buyer rezoning the property along
Hwy 6 to residential also. Ayes: Colvin, Richardson, Reeve. Nay: Berner. Motion
carried. ,
Duke Dusheck of CIPCO, Central Iowa Power Cooperative, A Touchstone Energy
Cooperative (319) 366-4512 duke:dusheck @cipco.net PO 2517 CR, a company
working in generation and electric lines,visited regarding agreement on upgrade of
69,000 volt power lines along Jasper Avenue including easements of 85 feet. Current
plans are for lines to cross I 380 at Forevergreen. Motion Richardson, second Colvin to
approve recommendation of CIPCO line agreement with review for items by engineer
and city attorney. Ayes: Berner, Richardson, Colvin, and Reeve. Motion carried.
Mike Robertson is submitting plans for preliminary plat of Woodfield Ridge Subdivision
of 103 acres. Members recommended an increase in sidewalk/trailing and park space in
the subdivision. Special meeting of the Planning and Zoning and City Council set for
April 23, 2005 6:30 p.m. at the Tiffin Fire Station for review by commission.
