PRESENT: Mayor Dan Gubler, Council President Rob Geray, Council Member Michael Thompson, Council Member Peter Wadsworth, Council Member Evan Mann, City Attorney Andrew Rawlings, Public Works Director Zech Prouse and City Clerk/Treasurer Keri West. ABSENT: None. VISITORS: Tony Glenn. ITEMS OF BUSINESS: Discussion of Water Project BBQ—Mayor Gubler stated he would like the City to host a BBQ to celebrate the completion of the water project. He continued and stated Forsgren and Associates has donated 25 pounds of ground beef for the BBQ. Clerk West asked the location of the BBQ. Mayor Gubler stated he would like the BBQ to be held at the North Shelter of the Iona City Park and does not want to offer tours to the public of the new water tank. Council President Geray suggested having a display of photos and/or videos of the project at the BBQ. Mayor Gubler agreed. Council Members discussed date options and decided to host the BBQ on Monday, September 12th at 6:00pm. Clerk West suggested a slideshow to display pictures and videos to showcase the timeline and progression of the project. Mayor Gubler agreed. Clerk West then confirmed the logistics, including planning for 300 guests, Council Members responsible for cooking hamburgers and hot dogs, etc. Discussion of Water Connection Fee — Mayor Gubler stated this discussion is pertaining to whether the City Council would like to begin charging developers the up-front water connection fee for all lots in their development, rather than waiting until the building permit is being issued. Council President Geray stated they discussed this last month and he felt it was a valid point to charge the developers the water connection fee at the time of development to accurately keep track of the number of properties that have been designated to use the water system. He continued and asked Attorney Rawlings his legal advice on this proposed change. Attorney Rawlings stated the legality is there, but he would advise the Council if a developer pays the current price upon development and the fee increases prior to a building permit being issued, the City would not be allowed to charge the increased rate at that later time. Council President Geray understood. Council Member Wadsworth expressed concern over this proposal for small developers that are trying to split large lots to build homes and the difficulty it could create for them if they are also required to pay for all water connection fees up-front. Council discussed the minimum amount of lots to be considered a subdivision is 3 lots or more, so this update would only affect developers that are creating 3 lots or more. Discussion then took place regarding the timeframe of when the developer would be required to pay the fee. Clerk West suggested the fee be required at the time of the final plat when all final documents are approved by the City Council. Director Prouse agreed and suggested 30 days after final plat is approved. Clerk West stated the City Code already sets a 90-day requirement for the final plat to be recorded after approval and suggested adding the water connection fees need to be paid with this same requirement. All Council Members agreed. Discussion of Inventory for Iona Library and Approval of Bookshelves Purchase — Clerk IONA CITY COUNCIL WORK MEETING—AUGUST 16, 2022 West stated the Council discussed and approved for her to work directly with Robert Wright, the Director of the Idaho Falls Public Library(IFPL), on inventory and supply concerns for the Iona Library. She continued and stated she has been working with him and confirmed there are approximately 5,000 items currently in the Iona Library. Clerk West continued and stated IFPL will be removing those items, but will be donating approximately 5,000 items back to the City of Iona to use in the Iona Library. She continued and stated each of those items are being stamped as "Iona Community Library" and will need to remain in the Iona Library, unless someone from another location of the Bonneville County Library District (BCLD) requests it. At that time, it will be allowed to go to another location, but will need to be returned to the Iona Library when it is checked back into the system. Clerk West stated there are currently 29 bookshelves in the Iona Library that IFPL will be removing at the end of the contract. She continued and stated she has taken measurements and has reached out to the same vendor IFPL uses to obtain options and quotes on bookshelves. She stated these bookshelves are very high quality, which means they will not need to be replaced for a long time. Clerk West stated she met with members of the Friends of the Iona Library (FOIL) and determined they only need 24 bookshelves, rather than 29, because the 3 foot and 4 foot wide widths are the same price. She continued and stated the total cost is approximately$22,000, which includes freight and delivery. Clerk West stated the City can purchase the bookshelves and hire another company to deliver. Council Members all expressed concern regarding the high cost of freight and encouraged Clerk West to order the bookshelves, but research lower costs for freight. Council President Geray made a motion to approve the purchase of the bookshelves as indicated on the Franklin Fixtures invoice, not to exceed $14,500. Council Member Mann seconded the motion. All in favor. Motion carried. Discussion of Fiscal Year 2023 Law Enforcement Contract with Bonneville County Sheriff's Office —Mayor Gubler stated he understands the contract terms will remain the same, with the exception of a 5% increase in cost to the City. Clerk West stated the current contract amount is $212,000, so it would be an increase of $10,600. Council Member Mann stated the contract requires a certain number of hours and asked if all those hours have been met this year. Mayor Gubler stated according to the reports he receives monthly from the Bonneville County Sheriff's Office (BCSO), all contracted hours are being met. Mayor Gubler also stated he recommends approving the contract as written and discussing at a later date if an increase in patrol hours need to be addressed. Clerk West stated this discussion is regarding the specifics of the contract itself and next month will be the actual approval of the contract. Lieutenant Tony Glenn stated the cost of Dispatch Services will be increasing for all entities. He continued and stated Iona's portion of that is currently $9,200 and will increase to $13,900. However, BCSO has decided to cover that increase for the upcoming fiscal year, but encouraged the City to keep that increase in mind for next year's contract amount and budget. All Council Members expressed gratitude for BCSO and the good work they are doing in Iona. Discussion of Fiscal Year 2023 Final Budget — Clerk West stated she updated the carryover amounts on the final version of the Fiscal Year 2023 budget to reflect the budget more accurately. She continued and stated this will be approved by Ordinance in the Regular Meeting immediately following this meeting and encouraged the Council to ask questions on the 2 IONA CITY COUNCIL WORK MEETING—AUGUST 16, 2022 proposed budget. No questions were asked. Clerk West stated the budget is required to be passed in August, but she prefers to then pass an amended budget in November, after the fiscal year numbers are finalized. This allows the budget to have accurate amounts of carryover from the previous fiscal year. Council Members all agreed with that plan.
