Tiffm City Council & Planning and Zoning Commission April 19, 2006 Special Joint Meeting A `special meeting of the Tiffin City Council and Planning and Zoning Commission was ,brought to order 6:30 p.m., Wednesday, April 10, 2006 by Mayor Glenn R. Potter at the Tiffin Fire Station. Council present: Ruth Demuth, Mark Petersen, Karin Dils, John Wright. Absent: Jim Bartels. Planning and Zoning Commission members present: Melvin Reeve, Shawna Colvin, Stephanie Surine, Terry Richardson. Absent: Berner. Trent Rogers and Mark Portwood were present do behalf of IPL and requested the joint meeting of the PZ and Council to present subdivision plans for IPL. The proposal reserves approximately 8 acres for possible location of an elementary center, and the construction by IPL of an 8 inch water line including hydrants and sewer line from IPL location across the school and city property to connection to city mains. Questions on highway entrance will need to be resolved with IDOT. Easements will need to be obtained for placement of utility lines. Hart recommends at least 2 lots reserved for water tower location should this need arise. Ten foot cement sidewalks recommended in areas for public use. A retention pond is included in the plan,park walks and parking locations should be notated. Total subdivision is 73 acres. Phase TIT would remain R-1E. Owners request a revision to the zoning ordinance to allow duplex units that face differing directions on corner lots. PZ and City will study such a change. Public includes A,B, 117, 118 and 199 for possible water tower locations and retention pond should be sloped for public maintenance, if not it will not be accepted by city. Sidewalks in public areas no less than 6 feet width. Rogers and Portwood include a tennis court improvement in the public area and sidewalks adjacent to roadways. PZ agreed that park allowance' would be sufficient if school locates in the northwest area of the subdivision, if the school does not locate in the area then the city should revisit the amount of park space in the subdivision and increase the amount to fill the needs of the residents living within this subdivision. Attorney Joseph Moreland was present. Motion Surine, second Colvin td recommend approval of the IPL subdivision, 1822 Y Avenue, Homestead, IA 52236 including changes as requested and reviewed within session as noted above including: Public Use includes A,B, Lot 62 may be reserved by D. Allen for park, Lot 117, 118 and 119 as needed reserved for water tower/public use If upper northwest lot is not used for school location,the PZ recommends that public use areas be reviewed,during Phase III platting review and addition to park space be made at that time. Proper slope on pond to provide ability for maintenance, if not acceptable the retention ponds shall remain the responsibility of the subdvider and not accepted by the E ;` City, tennis court constructed and 6' sidewalk and entrance drive off Buck Ave into city park, 6 foot sidewalk installation adjacent to all park roadways and 6 foot sidewalks on east side of Deerview Street, Blue Jay Court, Ridgeside Avenue, East and South Side of Fawn Street,North Side of Oakdale., East side of Doe Street and South Side of Pheasant Avenue. Highway crossing planning and Easement work should be reviewed to agreement of both the city and school. IDOT entrance application must be submitted and- ' approved by IDOT and city. All items as discussed, considered and agreed. Ayes: Colvin, Reeve, Richardson, and Surine. Absent: Berner. Motion carried. Motion Reeve, second Richardson to adjourn. Motion carried. 7:15 p.m. Motion Dils, second Petersen to set Public Hearing on the Subdivision Deerview Estates for May 10th at the Tiffin Fire Station"at 6:30 p.m. Ayes: Wright, DeMuth, Dils, Bartels, and Petersent. Absent: None. Motion carried. The Public Hearing on the Zoning for Deerview Estates is set for the same May 10, 2006 at the Tiffin Fire Station. Motion carried to adjourn. 7:20 p.m. Margaret B.
