Planning and Zoning Members present: Chair Steve Berner, Shawna Colvin, Terry Richardson, Stephanie Surine and Melvin Reeve. Absent: None. x x Motion Reeve, second Colvin to approve printed minutes with correction that Reeve said he had not indicated during the meeting that he would agree with a proposed change in zoning rules that would allow homes in R-1 zones that would allow duplexes in corner yards where the units faced differing directions. Ayes: Richardson, Reeve, Colvin, Berner, and Colvin. Motion carried. Members reviewed proposed plat drawing for Deer.View Subdivision located on the west side of the city and north of Highway#,6. The park location will include cement basketball court with hoops including mesh nets. Turning lanes for entry onto highway 6 and heeded requirements on Highway 6 remain under study by IDOT. The subdivider's• agreement was not reviewed. Motion Surine, second Reeve to approve the proposed •• subdivision platting for approval with minor requests as noted. Ayes: Berner, Surine, Reeve, Richardson and Colvin. Motion carried. , Members reviewed the preliminary plat drawings proposed for The Villages located east of Ireland Avenue immediately off the I-80 exit ramp when traveling from the east. John- Connor asked the Planning and Zoning to consider impacts of the development on neighbors of the area. Planning and Zoning asked what improvements plans the developer had for Jasper Avenue°as growth would impact the road. Daryl High was present for The Villages. Roadway issues were reviewed., • Members discussed time limitation on resubmittal of requests. Iowa City requires a two month wait"period. No action or recommendation from the Planning and Zoning on this matter. •No report from city attorney on letter to neighbors sent by petitioner Joe Johnston on - whether the level of argument included threatening language. No additional drainage information was submitted to PZ members on the Johnston request. June 14th set for joint meeting of the Planning and Zoning and City Council to review and study a request for subdivision from The Villages, Daryl High representative for the project. A new site plan for Lots 1,2, 3 of Tiffin Industrial Park was reviewed by members. Request for additional landscaping including trees on Ireland was made by Planning and Zoning, and including recommendations made by city engineer. No work on planning Park and Public Spaces in the future land use plan maps. No work on planning location of trails in the future land use plan maps.
