WORKSHOP
1) REVIEW OF STANDARD ANNEXATION AGREEMENT REGARDING IMPACT
FEES
Jake Melrose reviewed the proposed changes to the standard form of annexation agreement. The
template sets forth a number of obligations for the developer, including the imposition of impact fees
such as traffic impact fee, municipal facility fee, and annexation fee. Mr. Melrose noted that the new
fees proposed would be frozen for only the first five years of the agreement and would then re-set to
whatever fee amount is in place per Village policy in the future. Mr. Melrose also noted that a new
provision is proposed to allow the Village the right to require developers to construct sidewalks and
parkway trees upon the Village's request following two (2) years after the final plat approval.
There was some general discussion regarding the proposed changes. It was the consensus of the
Board to proceed with the proposed changes and to bring it back for formal adoption.
