AN ORDINANCE TO APPROPRIATE FROM THE FEDERAL REVENUE SHARING TRUST FUND.
WHEREAS, The State and Local Fiscal Assistance Act of 1972, Title I of
Public Law 95-512 was approved October 20, 1972:
WHEREAS, Section 51.40 of Part 51, Chapter I, Subtitle B, Title B, Title 31
of the Code of Federal Regulations provides as follows:
A recipient Government which receives entitlement funds under the Act shall:
(c) Provide for.the expenditure of entitlement funds in
accordance with the laws and procedures applicable
to the expenditure of its own revenues;
WHEREAS, persuant to the said State and Local Fiscal Assistance Act, the
proper legal officers of the City of Richmond, Indiana, have established
a trust fund known as the Federal Revenue Sharing Trust Fund,
WHEREAS, it has been determined that it is now necessary toappropriatemore
money than was appropriated in the annual budget;
NOW THEREFORE BE IT ORDAINED BY THE COMMON COUNCIL OF THE CITY OF RICHMOND,
WAYNE COUNTY, INDIANA:
SECTION 1. That for the expenses of said municipal corporation, the
following additional sums of money are hereby appropriated and ordered
set apart out of the Federal Revenue Sharing Trust Fund for certain
ordinary and necessary capital expenditures, said sum being subject
to all laws governing the same.

These funds are to be appropriated for the following project:
To purchase leaf vacuum machines to be used
by the Street Department. i
SECTION 2. This Ordinance shall be in full force and effect from and .after I
its passage and approval by the Mayor and is subject to the laws of the State
of Indiana governing emergency appropriations.

The Common Council of the City of Richmond, Indiana, met in regular session
in the Council Chambers in the Municipal Building of said City Au1just 1.
1977 at the hour of 7:30 P.M.

The Clerk presented proof of publication of Notice to Taxpayers printed in the
Richmond Palladium Item, a newspaper of general circulation in the City of
Richmond, Indiana, on the dates of Jul and _

Richmond, Indiana. The proof of publication and posting of notices were
examined and found to be correct and in order. Councilman Mills
moved the proof of publication and posting of notices be rece ve an or eyed
filed, seconded by Councilman Ahaus and on voice vote the motion
was carried.
The Clerk read on second reading Ordinance No. 3244-1977 .
Councilman Ahaus moved for. engrossment of Ordinance. No. 3244-1977,
seconded by Councilman Paust and on unanimous. voice vote the motion was carried.
Councilman Williams moved to suspend the rules and place Ordinance No.
3244-1977 on third reading by title only, seconded by Councilman Mills.
After hearing all persons present, Ordinance No. 3244-1977was placed on
final passage or rejection and on a call of the rode oll6ing was recorded:
