NOVEMBER 11, 1963
INITIATION:
1. The regular meeting of the City Council of the City of Temple
City was called to order by Mayor Nunamaker at 7:30 P. M., and
2. the Mayor then gave the invocation, followed by the Pledge of

Councilman Dickason moved to approve the minutes of the regular
meeting of October 28, 1963, as mailed, Councilman Fitzjohn se-
conded, and carried by the following called vote:

UNFINISHED BUSINESS:
6.. ORDINANCE NO. 63 -114: Urgency Ordinance.
As the City Attorney had made some changes in the previous ordi-
nance which had the first reading on October 28, he read in full
Ordinance No. 63 -114 AN ORDINANCE OF THE CITY OF TEMPLE CITY
PROVIDING FOR ESTABLISHMENT OF CITY BICYCLE RACKS BY RESOLUTION
AND LIMITING PARKING TO SAID RACKS WHERE. ESTABLISHED. Following
discussion Councilman Fitzjohn moved to adopt Ordinance No.
63 -114 as an urgency ordinance, Councilman Dickason seconded,
and carried by the following roll call vote:
AYES: Councilmen- Dickason, Fitzjohn, Merritt, Nunamaker
NOES: Councilmen -None
ABSENT: Councilmen - Tyrell
7. ORDINANCE NO. 63 -115: 2nd reading.
City Attorney Shatford read title to Ordinance No. 63 -115 AN
ORDINANCE OF THE CITY OF TEMPLE CITY AMENDING INSURANCE REQUIRE-
MENTS OF SECTION 3922 (c) OF THE TEMPLE CITY MUNICIPAL CODE RE-
LATING TO STREET BENCHES. Councilmen Merritt moved to waive
further reading of Ordinance No. 63 -115, Councilman Fitzjohn se-
conded, carried by the following roll call vote:

8, RESOLUTION NO. 63 -325: Specifying location of bicycle racks.
City Attorney Shatford read title to Resolution No. 63 -325,
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY ES-
TABLISHING LIMITED BICYCLE PARKING ON CERTAIN POSTED BLOCKS PUR-
SUANT TO SECTIONS 3330 THROUGH 3330.4 OF THE TEMPLE CITY MUNICI-
PAL CODE. City Manager Woollett advised the number of feet on
each location is 110 ft. Councilman Dickason moved to adopt
Resolution No.. 63 -325, Councilman Merritt seconded, carried by
the following called vote:

9. RESOLUTION NO. 63 -322: Granting Zone Variance to Marcelle Shea.
City Attorney Shatford read title to Resolution No. 63 -322
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY
GRANTING APPLICATION FOR A ZONE VARIANCE IN ZONE VARIANCE CASE
NO. 63 -60 OF MARCELLE R. SHEA TO CREATE A SECOND PARCEL NOT
HAVING FRONTAGE ON A PUBLIC STREET. Councilman Fitzjohn moved
to adopt Resolution No.../63 -322, Councilman Merritt seconded, and
carried by the following called vote:
AYES: Councilmen - Dickason, Fitzjohn, Merritt, Nunamaker

10. PUBLIC HEARING: 7:30 P. M. APPEAL ZONE VARIANCE CASE #63 -62,
Walter A. Sawyer and Emory F.Sawyer.
Councilman Fitzjohn moved to open the public hearing, Councilman
Merritt seconded, and carried by the following called vote:
AYES: Councilmen - Dickason, Fitzjohn, Merritt, Nunamaker
NOES: Councilmen -None
ABSENT: Councilman - Tyrell
City Manager Woollett advised this request was ruled upon by the
Planning Commission and set for public hearing. There are four
parcels with three not on a public street, the zoning is R1 -5000.
The proposed development shows parcels of 5066 sq. ft., 6728 sq.
ft., 5130 sq. ft., and 5250 sq. ft., with access by a driveway
from 10 ft. to 16 ft., with garages proposed but number of park-
ing spaces not indicated. The lot has 60 ft. frontage and depth
of 300 ft.
Mr. Shaw, Attorney, spoke on behalf of Mr. Sawyer and his re-
quest and advised these two properties were separate ownerships.
City Attorney Shatford explained in detail regarding ordinances
in effect in the City which restrict the type of development
proposed, and advised this is a unique situation and could not
be considered as a regular subdivision, but should be consider-
ed a minor subdivision and advised Mr. Sawyer that his recommen-
dation is to continue the hearing and have Mr. Sawyer bring in
one of two things; 1, something from a qualified engineering
firm as to a subdivision, and 2, if an engineering firm does not
do this that at least a,concise plan showing streets, curb &
gutter, public utilities, and how divided. Following a lengthy
discussion Councilman Dickason moved to continue this over and
have Mr. Sawyer bring in a more concise plan until next meeting
on November 25 at 7:30 P. M., Councilman Fitzjohn seconded. City
Attorney Shatford recommended Mr. Sawyer, Mr. Shaw, and Mr.
Cushman meet in his office to discuss this and see what can be
done. Roll call vote to continue the hearing as follows:

NEW BUSINESS:
10. RESOLUTION NO. 63 -324: appointing personnel -- recreation.
City Manager Woollett read title to Resolution No. 63 -324
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY
APPOINTING PART -TIME AND TEMPORARY EMPLOYEES. Councilman Merritt
moved to adopt Resolution No. 63 -324, Councilman Fitzjohn second-
ed and carried by the following called vote:
AYES: Councilmen - Dickason, Fitzjohn, Merritt, Nunamaker
NOES: Councilmen -None

11. RESOLUTION NO. 63 -323: Granting consent & Jurisdiction Re-
Annexation to Longden Lighting District Petition #116 -83.
The City Manager advised the petition for this annexation has
been submitted to the Los Angeles County Road Dept, by owner of
the property involved and as in the City of Temple City they
need adoption of this Resolution granting permission from the
City. Councilman Dickason moved to adopt Resolution No. 63 -323,
Councilman Fitzjohn seconded, carried by following called vote:

12. TRAFFIC COMMISSION RECOMMENDATIONS:
Item 7. Recommend red curb west side Temple City Blvd.
500 ft. south of Camino Real. Councilman Fitzjohn moved to ap-
prove, Councilman Merritt seconded, roll call vote to carry as
follows:
AYES: Councilmen - Dickason, Fitzjohn, Merritt, Nunamaker
NOES: Councilmen -None
ABSENT: Councilmen - Tyrell
Item 8. Recommend raised island area for left turn bay into
Rowland Ave.
Mr. Bob Garvin representing the Junior Chamber of Commerce
spoke in favor of this request with reference to the new City
entry signs as the one for the east City Limits on Las Tunas
could be placed there and be located in the City of Temple City
rather than on the island at Baldwin Ave, which is located in
the City of Arcadia. Geo. Envall, Traffic Engineer spoke in
favor of the installation as a safety factor. City Manager
Woollett suggested this be continued until the next meeting
during which time Mr. Garvin can get definite costs for light-
ing and Mr. Woollett will check through the budget for $400.
if needed, and also to check with the City Manager of Arcadia.
Councilman Dickason moved to continue this over to next meeting,
Councilman Fitzjohn seconded, and carried.
Item 9. Traffic signals at Temple City Blvd. & Longden, and
also at Lemon, recommend rescinding boulevard stops and placing
signals on flashing amber to begin at 10 P. M. & placement of
"Watch Through Traffic" signs on Longden and Lemon Avenues for
two month period prior to alert motorists. Following discussi-

13. CURB & GUTTER:
City Manager Woollett recommended Public Hearings be set at
7:30 P. M. on December 9, 1963, for the following:
a. Grand Ave., south side, McClintock to east City limits
b. Daines Drive, north side, Pal Mal to E1 Monte Ave.
c. Daines Drive, south side, Pal Mal to El Monte Ave.
Councilman Merritt moved to approve, Councilman Fitzjohn second-
ed, and carried.
14. PARKS & RECREATION COMMISSION RECOMMENDATIONS:
Proposed lay -out of Rest Room facilities, Live Oak Park and
approval of estimated costs.
City Manager Woollett advised the plans were on the board, the
estimated costs as revised were $16,700. The sum of $4800.
is budgeted for this purpose. The original estimate was $6500.,
the next one about $10,000. and this one for $16,700. He ad-
vised the Commission did not know the last cost estimate when
they made the recommendation to the Council. There followed
considerable discussion and Councilman Dickason moved to hold
this project over until next budget sessions and re -open it at
that time, Councilman Merritt seconded, carried by the follow-
ing roll call vote:

15. RESOLUTION NO. 63 -321: Warrants & Demands.
Councilman Dickason moved to adopt Resolution No. 63 -321,
warrants & demands in the sum of $30,106.52, Nos. 4245 through
No. 4332, Councilman Fitzjohn seconded, roll call vote to carry
as follows:

16. COMMUNICATIONS:
a. The City Manager presented letters from the Los Angeles
County Boundary Commission re- proposed annexations as follows:
#23, City of Rosemead, #40 -City of Monrovia, #56 -City of South
El Monte, #32 -City of Arcadia, #52- 53 -54 -55 -City of South El
Monte. Councilman Fitzjohn moved to receive and file, Council-
man Merritt seconded, and carried.
b.. The City. Manager read a letter from the American Cancer
Society requesting a charitable solicitation permit for their
annual fund raising drive for the month of April. Councilman
Merritt moved to approve, Councilman Fitzjohn seconded, and
carried.
c. City Manager Woollett read a letter of request for charit-
able solicitation permit from the San Gabriel Academy of 7th
Day Adventists to sell candy and peanuts from Nov. 18 through
Dec. 2, 1963. Thiswas previously approved through the circulate
file.
17. TIME FOR THOSE IN THE AUDIENCE WHO WISH TO SPEAK:
No one came forward at this time.
18. MATTERS FROM CITY OFFICIALS:
The City Manager advised he and the Mayor had signed the Agree-
ment for installation for flashing lights and arms at the rail-.
road crossings at Encinita and Lower Azusa. Also Rosemead has
signed and it is now up to the railroad. The estimated cost to
the City is $8710. which is included in the budget.
City Manager Woollett read title to Ordinance No. 63 -116 AN
ORDINANCE OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY DE-
CLARING ITS INTENTION AND DESIRE TO HAVE CERTAIN TERRITORY 14ITH-
IN ITS BOUNDARIES ANNEXED TO THE CONSOLIDATED COUNTY FIRE PRO-
TECTION DISTRICT. He explained this was to annex the property
annexed to the City on Wendon to the County Fire District.
Councilman Dickason moved to waive further reading, Councilman
Fitzjohn seconded, and carried. As this was the first reading
no further action was taken.
The City Manager presented two applications for Alcoholic Bev-
erage licenses. One for on -sale beer license by Roger Keith
at 9603 E. Las Tunas Dr., and he had requested a full report
from the Sheriffs Dept. Roger Keith, 8619 Broadway, explained
what he planned to do. Following discussion Mayor Nunamaker
made a motion that the Council request the Alcoholic Beverage
Control hold a Public Hearing in Temple City at the City Hall
on this request, Councilman Merritt seconded, roll call vote to
carry as follows:
AYES: Councilmen - Dickason, Fitzjohn, Merritt, Nunamaker
NOES: Councilmen -None
ABSENT: Councilman- Tyrell
The other request is for Raymond De Marias at 9151 E. Las Tunas
Drive, which is a transfer of ownership for an existing licenses
and no further action was taken on this by the Council.
The City Manager advised the Camellia Festival recommends per-
mission for two organizations for selling at the parade as
follows:
1. Mens Committee of Boy Scout Troop #174 to sell pop corn and
peanuts, and Girl Scout Troop #379 to sell ice cream and
balloons. Councilman Dickason moved to approve, Councilman
Fitzjohn seconded, and carried.
2. RESOLUTION NO.- 63 -326: City Attorney Shatford read title to
Resolution No. 63 -326 A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF TEMPLE CITY AUTHORIZING PAYMENT OF FIFTY DOLLARS FOR
PURCHASE OF REVERSIONARY RIGHT TO CERTAIN PARK PROPERTY USED

FOR STREET PURPOSES AT LIVE OAK PARK. He explained this was the
result of lengthy negotiations to make Glickman on the east side
of Live Oak Park a dedicated street, and the County have agreed
to dedicate their part of the street to us for the consideration
of $50. Councilman Merritt moved to adopt Resolution No. 63 -326

RESOLUTION NO. 63 -327:
City Attorney ShatFord read title to Resolution No. 63 -327:
A RESOLUTION OF THE CITY OF TEMPLE CITY AUTHORIZING CANCELING
OF BOND COVERING FORMER CITY TREASURER. He advised this was
asked for by the bonding company as authorization of the City
Council to cancel the bond. Councilman Fitzjohn moved to adopt
Resolution No. 63 -327, Councilman Merritt seconded, and carried
by the following roll call vote:
AYES: Councilmen - Dickason, Fitzjohn, Merritt, Nunamaker
NOES: Councilmen -None
ABSENT: Councilman - Tyrell
Councilman Fitzjohn asked For more information regarding the
installation of wig -wags and arms at the railroad crossings and
felt if possible the City should do everything possible to hasten
this installation. Councilman Dickason asked regarding claims
against the City in regard to the accident there last year, and
the City Attorney advised these claims were turned over to our
carrier and it will be 1z to 2 yrs. before coming to trial and
not that much time has elapsed.
Councilman Merritt reported on the Governer's meeting on Civil
Defense held in Sacramento, and that it is being worked along
lines to include national and state disaster programs.
Councilman Dickason asked for information regarding the Kauffman
drainage problem. The City Attorney advised there was proposed
development of the area to the south which would open up Kauffman
Ave. which would eliminate the problem and at the present time
we were biding time to await developments.
Mayor Nunamaker asked about the poles going up for decorations
and the City Manager advised they will go in the latter part of
the week.
Mayor Nunamaker stated the freeze on property For proposed park-
ing area will expire on the 26th and moved to instruct the City
Attorney to draw a Resolution to extend the time For another
ninety days from that date, Councilman Fitzjohn seconded, roll
call vote to carry as follows:

19. ADJOURNMENT: Councilman Dickason moved to adjourn and carried.
Council adjourned at 9:30 P. M. until the next regular meeting
on December 9, 1963, at 7:30 P. M. at the City Hall.
