When time pen the City Manager will prioritize duties that provide administrative support and maintenance of the city records thru the Fire Chief. MAJOR DUTIES: o Develops, coordinates, and implements comprehensive plans, including conducting vulnerability analysis and risk assessment, developing and initiating early warning and public- broadcast systems, coordinating with various agencies to establish evacuation corridors, establishing emergency support functions, , addressing and ensuring resolution of special need issues, and incorporating lessons learned into future plans and procedures. o Coordinates emergency situations to protect lives and property of City of Tybee Island residents. o Coordinates activities of EOC; directs, maintains, and oversees adherence to the City of Tybee Island Emergency Operation Manual with regards to storms and other natural and • man -made disasters to ensure proper and safe operations. o Maintains liaison with appropriate county, state and federal authorities. o Assists with budget preparations. o Communicates with residents, business leaders and community groups to promote the importance of emergency preparedness with writing materials which includes preparedness, shelter and evacuation instructions. o Attends meetings, conferences, workshops and training session to become and remain cwTent on principles. o Performs duties as related to the National Flood Insurance Program Community Rating System Coordinator: o Performs duties as related to the Local Government Risk Management Safety Coordinator; annually inspects fire extinguishers for all City Buildings, Police and Fire vehicles. o Coordinates mandated federal, state and local training for city employees. o Performs a variety of specialized administrative duties involving the processing and maintenance of City records — maintenance and storage; destruction and disposal. o Performs other related duties as assigned. Emergency Management Coordinator, Fire Department Page 2 KNOWLEDGE REQUIRED BY THE POSITION: o Knowledge of emergency preparedness planning and response methods and procedures. o Knowledge of relevant federal, state, and local laws, codes, and regulations. o Knowledge of state and federal emergency management agency guidelines. o Knowledge of relevant training techniques and methods. o Ability to format coordinates, test and exercise and evaluate contingency plans. o Skill in operating standard office and communications equipment. o Skill in preparing and presenting related reports. o Skill in public relations and interpersonal communication. o Skill in emergency management research, planning, and program implementation. o Knowledge of workplace safety principles. o Knowledge of city code and safety ordinances. o Skill in oral and written communication. SUPERVISORY CONTROLS: Under the general direction of the Fire Chief. The supervisor spot - checks completed work for compliance with procedures and the nature and propriety of the final results. GUIDELINES: Guidelines include city codes and ordinances, city and department policies and procedures, grant requirements, and state and federal emergency management agency guidelines. These guidelines require judgment, selection, and interpretation in application. COMPLEXITY: The work consists of varied duties in emergency preparedness planning, training, and management as well as in workplace safety. Unpredictable emergency situations contribute to the complexity of the work. SCOPE AND EFFECT: The purpose of this position is to improve the safety of people and property by emergency ma.nagemen.t planning, the development of workplace and safety policy. Successful performance helps ensure the effective and efficient provision of emergency readiness services for city residents.
