Bonneau, Graham, and Whittaker Absents Mr. Simons Also present were Mr. W. B. Webb, Towns Manager, Fred Baiaden; Town Attorney, erer and Mary Wett, Town Clerk. The minutes of the previous meeting of March 20, 1950 were read and approved. Mr. Grab" informed .the council that an appoiatment,would be made to fill *. Southerland's unexpired term. Thereupon, it was ,moved by Mr. Bonneau, seconded by Mr. Whittaker,: and unanimously voted that Mr. J. F. Beatty Jr. be appointed, to serve the unexpired term of the late Mr. Southerland to May `1953. Mr. Beatty was the;' sworn in as councilman by the Town Clerk and took the anti - communistic oath as 'prescribed by the.Florida.statutes i A letter of - resignation submitted by Mr. Fdward.L. Bo nnean was read to the council by Mr. Grp Upon motion at.Mr., Whittaker, seoonded by'Mr. Beatty, it wan moved and unanimously voted.tbit Mr.'iBonneau's resignation be accepted with regret and that &,suit - able resolution be formed by the Town Attorney and presented to Mr. Bonneau. Mr. Graham then asked that the council consider filling the' vacancy created by Mr.. Bonneau's resignation. It 'was wAvsd,by Mr. Beatty, seconded by Mr. Whittaker, and unanimously voted that Mr. Edward G. Stokely be appointed to fill this vacancy. Mr. Baisden than informek 'the council that he had made a atady of the charter and ordinances of Bal Harbour. Village, and that iL was his opinion that the minutes and resolutions, unsigned by Mr. $gptbsr- land could'remita unsigned inasmuch as they had been signed by the Town Clerk and passed by the council at each subsequent meeting. Mr..Baiaden than read to the council a Criminal Registration Ordinance and on motion of Mr. Whittaker, seconded by Mr. Beatty, Ordinance No. 200 entitleds "AN ORDINANCE OF HAL HARBOUR VILLAGE, FLORIDA, REQUIRING PERSONS CONVICTED OF CERTAIN CRIMES WHO SHALL COME INTO OR BE WITHIN BAL HARBOUR VILLAGE, FLORIDA, TO REGISTER. IN .''fHE OVICE OF THE CHIEF OF POLICE OF SAID VILLAGt AND` FIXING THE PENALTIES FOR VIOLATION OF THIS SAID ORDINANCE. ", was ananimously passed. The Council of Bal Harbaur.7illage' met at,the Administration Building, Monday, June 6, 1950, at 7:00 o'clock P. M. Present: - Messrs. Beatty, Graham; Jr., Stokely and.Whittaker + Absent: Mr. Simons 4 } Also present were Mr. W. H. Webb, Town Manager; Fred Baisden, Town Attorney; and Mary Wetterer, Town Clerk. The minutes of the ;previous meeting of April 17,:1950 were read and approved. Mr. Edward G. Stokely thorn took the anti- compmunistie oath and was sworn in as councilman to fill the unexpired term of Mr. Fdrtard L. Bonneau to May 1951. Mr. Graham' explained that it Wuld'be advahtageousst6`have sprinkler, systems installed in'the' various parks in Bal' Harbour ' and - asked Mr. Webb to explain the cost of such a prdject. Mr. Webb said that he had figures for the parka 'along Herbour "Way, from Collins Avenue to`the`'Yacht Basin in 'the •mount of'about $5000.00 with the conventional type of sprinklers. However, anew` type of sprinkler is now being used that covers a lareer'area and if these could be utilized the cost would be considerably lower. Mr..Webb also explained that there was approximately $4,300.00 in surplus occupational licenses and building permits to date that coul�,be used'for this work. After discussion, on motion of Mr. Beatty,'seconded'by Mr. Whittaker, it was unanimously voted that $2,500.00 be appropriated from surplus. for the installation of sprinkler systems and that Mr. Webb was to use his own judgement as to the type of sprinkler to be installed.
