Baccari, Architect Proposed Improvement: One -story additions consisting of 1,166 sf to an existing Gulf Stream Bermuda style dwelling. Recommendations: 01.21.05 1. Based on the information received and reviewed, the additions conform to the pool and are more in keeping with the extension of the existing structure. 2. UDS still recommends that the applicant add louvered shutters for all windows on "outer" elevations to coincide with existing shutters. Shutters are not necessary on "inner" pool side elevations. 3. Landscape should be installed in a manner that will help transition the existing building with the new additions as visible from the street and adjacent properties. Additional Recommendations: 02.4.05 To determine if the plans represent a "logical extension" of the existing structure. After detailed review of the existing house, site context, and proposed additions "A," `B," and "C," Urban Design Studio offers the following independent evaluation. Although the proposed plans do not represent preferred or ideal additions, they do represent a logical approach to extending the building within its context. Points of consideration as a "logical addition ": 1. There would be minimal impact as visible from the street. 2. The existing floor plan is not symmetric and would not be compromised by the proposed additions. 3. The proposed east and west elevation jogs offer abetter alternative than the entire side elevations being flush. The roof plans are designed in a way that allow the eave lines to be at the same height, as well as the roof pitches to be the same. This helps to simplify the overall roof. Trying to change some of the existing and proposed ridge lines could complicate the roof and present incongruent elements. UDS felt that keeping the eave heights and roof pitch constant was more important than trying to reduce the number of ridge heights. (See Exhibit 1). 5. Given the existing floor plan and site constraints (septic tank, limited side expansion possibilities on existing walls /rooms), the proposed additions keep within the setbacks and do not create a negative impact on the neighbors or view from the street. It is important to focus on the impact of the elevations and not so much on the actual plan. The Design Manual encourages jobs to break up long, flat elevations. Often we may see the jogs in the front, especially in Gulf Stream Bermuda styles to help transition a one -story into a two -story structure. (See Exhibit I1B). In the applicant's case, it does not make sense to add to the front because it is very limited on usable space. The existing structure does not exhibit strong symmetry and the additions located in the back would not adversely impact the existing architectural style. Conclusion With the removal of the angled wall and given all the context of the site, the existing structure, and the characteristics of the Place Au Soleil neighborhood, UDS finds the proposed additions to represent a "logical extension," provided all building materials, colors, and techniques match the existing house and are characteristic of the Gulf Stream Bermuda style. In addition, UDS still recommends: 1. That the applicant add louvered shutters for all windows on "outer" elevations to coincide with existing shutters. Shutters are not necessary on "inner" pool side elevations. 2. That landscape should be installed in a manner that will help transition the existing building with the new additions as visible from the street and adjacent properties. The determination to recommend approval of this variance is to be based upon whether all eight (8) standards, as defined in Section 66 -154 of the Code, have been met. UDS does not feel applicant meets standards 1 -5 for a variance. 2. The determination to recommend approval of the Special Exception is based on the review of the variance request. Because the variance is not justified, the special exception can not be granted. 3. The determination to recommend approval of Level III Architectural/Site Plan is based on the review of the variance request. Without the variance, the Level III application is not recommended.
