COUNCIL WORK SESSION, FEBRUARY 9, 2015
CALL TO ORDER
The Council Work Session of February 9, 2015, was convened at 5:30 P.M. by Mayor
Eric Struemph.
ROLL CALL
The following Council Members were present for the roll call:
Present: Costales, Graham, Henry, Hussey, Mihalevich, Prather, and
Scrivner
Absent: **Branch, *Medin and Ward
A quorum was declared present.
ADOPTION OF AGENDA
A motion was made by Councilman Prather to adopt the agenda as published,
seconded by Councilman Costales, and approved unanimously.
* Councilman Medin arrived at 5:35 P.M.
** Councilman Branch arrived at 5:36 P.M.
DISCUSSION OF RFP FOR SOLID WASTE
Planning and Protective Services Director Janice McMillan made a presentation and
went through the timeline which was established by adoption of Resolution RS2013-49
on March 3, 2014.
Ms. McMillan then made a presentation on the “Components of a Solid Waste RFP”
regarding the following items, and she and other staff members answered questions
asked by the Mayor and Council during and after the presentation:

Service Options
Billing Options
Payment
Inflation Factor
Services to City

Fees
Insurance Requirements
Vehicles and Equipment
Local Drop Off / Office
Qualifications/Performance
The Council then had a period discussion on the issues brought forward by staff.
RECESS
At the conclusion of Council discussion of the items brought forward by staff, Mayor
Struemph called for a recess at 7:10 P.M. after which the Council will hear public
comments.
RECONVENE
The meeting was reconvened at 7:20 P.M. by Mayor Struemph with the following
Council Members in attendance:
Present: Branch, Costales, Graham, Henry, Hussey, Medin, Mihalevich,
Prather, and Scrivner
Absent: Ward
PUBLIC COMMENTS
The following persons came forward and spoke on the issue:
1. Max Murray of Waste Corporation of Missouri (provided a handout)
2. Donna Carey, potential bidder, asked which landfill winning bidder would be
required to use
3. Tom Gredell of Gredell Engineering Resources, Jefferson City
4. Rob Agee, owner of Madison’s Café in Jefferson City

5. Mike Lester, Chairman of Environmental Quality Commission
6. Rick Graham, Republic Waste
7. David Ruprecht, Owner of two Jefferson City McDonald’s franchises
City Counselor Hilpert asked each presenter who indicated an interest in submitting a
proposal if they heard anything discussed in tonight ’s staff presentation that would
prevent them from submitting a proposal. All answered they had not.
Mayor Struemph thanked each speaker for their comments and input into this process.
DIRECTION TO STAFF
At the conclusion of the presentations and public comments, staff was asked if they had
received enough input from Council on how they wished to proceed on the issue. Staff
stated they did have the direction needed to move forward.
ADJOURNMENT
A motion to adjourn was made by Councilman Medin, seconded by Councilman
Graham, and approved unanimously at 7:44 P.M.
