Tiffin Planning and Zoning November 1, 2006
A regular meeting of the Tiffin Planning and Zoning Commission was brought to order
by Chan Steve Berner at 6:30 p.m. at the Tiffin Fire Station. Members present: Chair
Steve Berner, Terry Richardson, Shawna Colvin, Melvin Reeve and Stephanie Surine.
Absent: None. Also present: Attorney Stephan Greenleaf, Engineer Mike Hart, Council
members: Ruth Demuth, Mark Petersen, Karin Dils and arriving 7:00 p.m. Jim Bartels:
Reeve noted that temporary and permanent signs along Highway'6 right-of-way had been
discussed at the past meeting as they affect traffic safety in some locations. This addition
to minutes.
Motion Reeve, second Surine to approve printed minutes with addition noted above.
Ayes: Richardson, Berner, Surine, Colvin and Reeve. Motion carried.
Doug Frederick show a map of the west side of the city above Highway6 to get some
idea of where the commission might like to see Oakdale extension in the area. Members
felt that Oakdale should probably run parallel to Highway 6. The present proposal is
along the ridge area of the ground. Frederick noted that trees will probably be damaged
with extension westward of a proposed Oakdale. There is a drainage creek in the area,
and the city would probably want to stay away from that, and end somewhere south of
the bridge located on Half Moon. Frederick will bring a concept proposal and give it to
Hart for consideration prior to returning to the city. Frederick was not requesting a final
decision today. ,.
Berner thought the location of Oakdale in Deer View should stay to the south of the
northern boundary of Oakdale as it might be several years before ground to the north is
developed and the city needs Oakdale o`continue for traffic movement.
Doug Frederick has provided the city with an access request that includes the information
also provided to IDOT for access onto Highway 6. Frederick said the information
provided to IDOT includes traffic count estimates. Frederick gave no further information
on the proposed access.
Ben of Hart Frederick has worked on the Hart Frederick access study that overlaps with
information compiled by Synder&Associates for IDOT. Synder study was for accesses
from I-380 to Roberts Ferry. Hart Frederick extends from I-380 to Half Moon. IDOT
recommends intersections no closer than 600 feet from I-380 to Roberts Ferry and
intersections no closer than 1200 feet west of Roberts Ferry.
Hart explained that if the city agrees to these recommendations in a plan form they will
be obligated to follow the plan with IDOT. Mike Hart explained that the plan with then
lend itself to computing the geormetrics necessary for construction of the accesses.
1,200 on the west would provide for an intersection at Ireland, at mid-campus of the
school (or connection with Redbird), at Deer View, and finally at Glasgow. IDOT is

proposing that if Redbird extends southward it should align with the school opening. If
Redbird extends it would probably need signage at that time. 600 traffic count for the
school would probably not require stop sign, and increase later up to around 1,200 traffic
count would probably need an electric sign. Suggested that at the time Redbird connects
and/or when traffic count at the school reaches 1,200 the school should at that time
provide stop sign for safety.
Recommended that Glasgow exit to Hwy 6 in an intersection=with Deer View. The
problem with this alignment is that is probably cost prohibitive for the school and city.
The only party that might finance a street here would be Glasgow. Petersen thought a
road lining up with Deer View would be good here.,Richardson said you have to
consider how high school kids drive, safety should be a concern in the plans.
Commission suggested that an access be recommended half way between Jasper and I-
380. Motion Colvin, second Reeve to recommend approval of Tiffin Access Plan for
Highway 6 with recommendations noted. Ayes: Berner,Reeve, Colvin,Richardson, and
Surine. Motion carried
Commission did not see any request to act upon for the DeerView Access request at this
time.
Colvin will provide information to Dils for trailing effort and moved to next agenda.
Mike Hart said that copper prices have risen to$800/roll and a new design standard
revision would allow placement of water lines from main to home made of 200 PSI
polehelyne tubing. Surine asked if contamination of plastic pipes could be a problem.
Hart said city water mains are plastic and can be a source for contamination.
Motion Richardson, second Reeve to send recommendation to revise City of Tiffin
Design Standards to allow for plastic water service lines from city mains to homes.
Ayes: Richardson, Berner, Reeve, Colvin and Surine. Motion carried. Hart said that the
PZ could see more revisions for the design standards in upcoming months.
City is revising the subdivision ordinance to once again allow Line of Credit as deemed
necessary by city council in place of performance bond requirements.
Dils accepted input on planning maps of the City. Planning and Zoning will continue
review. The maps are important for making the city eligible for placement on funding
lists under JCCOG and DOT program planning.
Motion Colvin, second Surine to adjourn. Motion carried. 7:30 p.m.
