Tiffin City Council December 13, 2006
A regular meeting of the Tiffin City Council was brought to order by Mayor Glenn R.
Potter, 6:30 p.m. Wednesday, December 13, 2006'at the Tiffin Fire Station. Council
present: John Wright, Ruth Demuth, Mark Petersen, Jim Bartels and Karin Dils. Absent:
None. Also present: PZ Melvin Reeve and Attorney Stephen Greenleaf, Public Works
Brett Mehmen.
Bob Sentman, (serving 35 years) Chair of the Tiffin Veteran's Memorial Monument
Project and Charles Plymale (serving 30 years)were present to give a final report on the
project. Total donations were $16,904. Costs were $7,000 for granite rock, $550 for flag
and pole, $1,•550.for bricks and brickwork, $325 landscaping, $525.00 electrical, $6;640
for bronze name work. Values approached: $12,000 granite rock, $800 flag and pole,
$2,000 brickwork, $2,500 concrete and work, $740 electrical, $8,000 bronze work from
Phil Michels of Solon. Sentman estimated an insurance, replacement value close to
$26,800: Volunteers including John Wright, MBA and others,-and discounts for
materials made savings near $10,000 on the project. The memorial includes the names of
262 veterans of the Tiffin area. During World War II the community of Tiffin with an
approximate270 people saw 93 soldiers serving, among the highest of ratios in the
nation. Sentman said he knew nearly all of the 93 soldiers listed as serving in WWII.
The project bank balance has a remaining $184.23 that will be held for any future needs.
The city has agreed to cover the $100 cost to Suburban bp for annual electrical costs, and
the city will'mow the area. Sentman asked that the PZ see if they could consider the site
in planning work for preservation of visibility. Sentman presented Mayor Glenn Potter •w
with a flag flown over the US Capitol and over the Memorial that can hopefully be
displayed in the new city office. Mayor Potter thanked Sentman and Plymale for their
efforts to build this memorial to veterans of the area in such an impressive manner.
Mike Stafford of the Johnson County Community Foundation explained the matching
endowment fund that has been made possible thru the effort of the State of Iowa. The
Community Funds work under the umbrella of the county foundations in each county.
Johnson County now,has Community Funds in Swisher, Lone Tree. North Liberty, Hills
and Oxford are also considering Community Funds. The Tiffin Community Fund would
need a 5 to 15 person Board of Trustees to oversee the grant process. The Johnson
County Community Foundation would match the first $2,500.00 placed in the Tiffin
Community Fund,thus making a starting balance of$5,000.00. The grants given under
the Tiffin Community Fund would be from the money earned from balance held in the
Fund. Mike explained two major components. First, the Community Fund is a tax
based project. Any money donated into the Tiffin Community Fund by a person would
receive an Iowa tax credit up to 20% (of total Iowa tax owed).• Second, '/2 of 1% of
• gambling revenues received by Iowa are placed in the Endow Iowa fund and then -
disbursed to the 85 of 99 counties that do not have casinos within their boundaries.
Presently, the Johnson County Foundations holds $5.5 million in contributions. The
grants are given to community or organizations with charitable intent. Last year Tiffin
received a grant to help with costs of the Tiffin Centennial Book that is now underway.

Motion Dils, second Demuth to approve participation and begin the Tiffin Community
Fund in cooperation with the Johnson County Foundation. Ayes: Bartels,.Petersen,
Demuth, Dils and Wright. Motion carried.
Mayor Potter appointed Councilmember Ruth Demuth to chair this effort and to locate
members for the Tiffin Community-Fund Board of Trustees before the end of the year.
Motion Dils, second Demuth to approve printed agenda and minutes. Ayes: Bartels,
Demuth; Wright, Petersen and Dils. Motion carried.
Correspondence received from Villages.Subdivision spokesperson Daryl High has
requested that further considerations for be moved to January.

Joe Riasso of Iowa Community Area Development provided overview of the
organization efforts for creating and locating'jobs in this area. The organization is run
with$2.8 of income, with the majority coming from private businesses. Iowa City
contributes approximately.$150,000 each year, Coralville approx. $75,000,North Liberty
approximately $15,000.and Tiffin at$600.
Bartels asked that the Clerk contact DeeDee Kern of the CCA Community schools to see
what could be done to begin cooperative work on grants for the school and community of
Tiffin.

154, 158, 159, 160, 166, AND 167 PREPARED AND DATED February 16, 2007 AND.
DECLARED TO BE THE OFFICIAL FLOOD PLAIN ZONING MAP, and moved that
it be given its first reading. The motion was seconded by Councilperson Petersen. Ayes:
Petersen, Wright, Demuth, Dils and Bartels. Nays: None. Absent: None. Motion
• carried.
Five members of the Tiffin City Council being present and having voted"Aye"Mayor
Glenn R. Potter declared the motion carried and ORDINANCE NO. 2006-284 FLOOD

Iowa. Councilperson Wright introduced ORDINANCE NO. 2006-284 FLOOD\,
ORDINANCE AMENDMENT REPLACING THE "FLOOD PLAIN MANAGEMENT
ORDINANCE',' OF THE MUNICIPAL CODE OF TIFFIN, IOWA; AMENDING MAP
NOTED IN ORDINANCE NO. 2002-256, ORDINANCE NO. 185 AND ORDINANCE
NO. 252 AND ADOPTING THE FLOOD INSURANCE RATE MAP (FIRM) PANELS

MAP (FIRM) PANELS 154, 158,,159, 160, 166, AND 167 PREPARED AND DATED
February 16, 2007 AND DECLARED TO BE THE OFFICIAL FLOOD PLAIN
ZONING MAP, be adopted and signified his approval of same by fixing"his signature
thereto.
Passed by the Tiffin City Council on the 13th day of December, 2006 and approved by'
Mayor Glenn R. Potter on the 13th day of December, 2006.
Motion Bartels, second Dils to approve Resolution No. 2006-48 CERTIFYING AND
APPROVING TIF COLLECTIONS AS SUBMITTED TO JOHNSON COUNTY AND
REQUIRED BY LAW. Ayes: Bartels, Petersen, Dils, Demuth and Wright. Motion
carried.
Motion Dils, second Demuth to approve a RESOLUTION NO. 2006-49, A
RESOLUTION AMENDING CITY DESIGN STANDARDS SECTION 12
TREGARDING ROADWAY LIGHTING. For Town and Country with Alliant Energy
and Coach with Linn Co. Cooperative. Ayes: Bartels, Dils, Demuth, Petersen and
Wright. Motion carried. Additional Design Standard recommendations passed to
Planning.and Zoning for additional study. .
Greenleaf presented payment in full from LDR for legal, administration and engineering
costs for TR II. Greenleaf reports all documents complete. •

Greenleaf reminded•the council that codification should be considered in the future.
Attorney continues work on finished typing corrections to current zoning ordinance, the.
ordinance has been received by council and PZ and approved, Greenleaf expects cleaned

up copy will be to council by January. The Clerk will get a copy of same to
representative for Portwood and Rogers.,

Greenleaf reported on noise on Kimberlite. Wright reported that the Sheriff is at this
location again tonight. Wright thought he might know where a noise measurement devise
can be obtained and offered to check into this.

Petersen requested status of Water Tower location. Greenleaf will check into this
Dils reported that the annual new street construction report has been submitted to IDOT.
This information will be included in the IDOT web page and is also sent on to 911.

Mayor Potter reported that the pizza place has reopened under new ownership.
-Bartels reported that at present only patching work would be done. Reported that the east
side of the Railroad and Grant intersection is being destroyed by semis trying to clear the ,
corner. Demuth said that Ireland was discussed with the school. Demuth guesses the
school would like replacement space for parking and money. •
Portwood said the school is seriously considering"12 acres in the northwest corner of
Deer View Estates. The school has made no commitment to purchase space, nor has
Portwood at this time made any donation of space. For a school to site here, the platting
would have to be revised and will not be done unless a serious move is made by the
school. Portwood has not definite commitment from the school at this time. ' •

Mehmen would like another light at intersection of Grant and Hy6 for a Christmas light.,
Motion Wright, second Petersen to approve a Resolution to add a new light on the pole
} located at Grant and Hy 6. Ayes: Petersen, Demuth, Dils, Wright and Bartels. Motion
carried.
Council discussed holiday lighting contest. No contest was announced at the first of
December. Mayor Potter said that a deer had been standing in the middle of the Walls
yard looking at the Christmas lights.

Budget work session set for Wednesday, January 31St. (Reset to Wednesday, January ..
24 ) the end of the year finance report has been filed with the State of Iowa by the city ,
clerk. Mehmen answered questions on expenditures. Petersen asked if Keith Detert was
working full or part-time hours. Mayor indicated that his help is part-time employment.

Mark Portwood, Tyler Rogers and Jack of Hart Frederick were present to'ask the council
if they could discard the request from the school for sewer stub locations in the sewer line
work that is presently underway. The school has requested stubs that could cause cost of
up to $17,000 and the school doesn't even know where they need stubs. Portwood said
Hart had explained to him that probably 95% of the approximate 12`stubs will be in the
wrong place. Portwood knew that the school wanted to provide review and input in
location of manholes and stubs, and Portwood had ordered manholes even before the
plans had been approved by the city, before anyone could consider or review them.
Portwood wishes to forget installation of sewer stubs and just run the sewer line in a ,
straight run. Portwood expected the school would dig and install Wye's wherever the

eventually needed and he would be wasting almost $17,000. Portwood asked the city to
change this and agree to no sewer stubs. Mehmen said wyes would be better than stubs ,
anyway. The city agreed that maybe modifications could be made,but Portwood would
need to confer with the school and get a written acknowledgement from the school. Jack .
of Hart Frederick noted that changes in water installation had been considered, reviewed _ .
. and then approved by the school when this work was underway. It was thought that the , „
city agreement with the school allowed them preview of all engineering work and plans, ,
and the city would need this to be'done. A manhole had been included in plans on the .
east boundary,near location for connection of football field booster stand and others on
the west side of the school property.No action on this concern from Portwood. The . `
Clerk will check with school to see if things can be reviewed. Portwood noted that
Maxell's date for completion is the 23rd. Sewer pipes are on the ground now, and work is
t progressing across the school ground. Lines are complete along Clear Creek.Attorney = ,.
