HomeMy Public PortalAboutAAC Minutes 1998 03/17AIRPORT ADVISORY COMMITTEE SPECIAL MEETING MINUTES March 17, 1998 The Airport Advisory Committee meeting was called to order in the Toothman-Orton office conference room on the second floor of McCall Air Taxi's building at 1:41 p.m. Persons present were Rick Fereday, Tom Tucker, Mike Anderson, Brian Olson, and Gene Heikkola. The topic of discussion was the Memorandum, Agenda Bill, draft Ordinance, and draft Resolution from the City Attorney concerning airport landing fees. The apparent object of which was to change City policy regarding not charging private aircraft who use the airport. Tom provided a background on the institution of the landing fee which had to do with the fact that McCall Air Taxi was being charged landing fees at Salmon Airport, but their aircraft were not being charged here. So it was actually Mike Dorris who prodded the Advisory Committee to institue landing fees here. Discussion then turned to the fact that no other airport contacted, or included in a Division of Aeronautics (Oregon) study charges private aircraft landing fees. The consensus was that until a commuter operation commences, the fees will be near impossible to administer and will generate little income for the city. It was generally agreed that we should not penalize the local FBOs or Evergreen Forest Products as they are already contributing in the form of lease revenue, and their aircraft are light single, light twin, and small turboprop variety, which do not place much stress on the airport pavements. The Airport Manager suggested a cut-off limit (minimum) of 12,500 pounds, which is the FAA's own demarkation between small aircraft and large. The issue of rates was then addressed, at which time, the Airport Manager reported that most airports surveyed in the past month are running anywhere from $0.40 per thousand pounds to $1.20 per thousand pounds, with the majority being in the range of $0.80 to $0.96 per thousand pounds. Tom Tucker moved, and Rick Fereday seconded that the proposed draft Ordinance be modified as follows: Section 2, para (A) - remove the overstrike on the word "commercial". Section 2, para (C) - remove the overstrike on the entire paragraph. and the proposed draft Resolution be modified to cover commercial aircraft over 12,500 pounds and the rate to be $1.00 per thousand pounds maximum gross weight. AN ORDINANCE OF THE CITY OF McCALL, IDAHO, RELATING TO THE METHOD OF SETTING LANDING FEES; APPLYING LANDING FEES TO ALL AIRCRAFT; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE MAYOR AND COUNCIL OF THE CITY OF McCALL, _ IDAHO, AS FOLLOWS: Section 1. The Council finds that it is and has been City policy, by providing that fees be set by resolution, to avoid paying for recodification of multiple sections of the City Code every time inflation or other factors make fee changes appropriate. Section 2. The McCall City Code, Title 8, Chapter 16, Section 7, Landing Fees, is amended in pertinent part as shown below, in that specific format required by Idaho Code, that is, with new language underlined, and matter to be deleted struck through (thus, plain text plus struck -through text being the current ordinance, and plain text plus underlined text being the proposed ordinance): 8-16-7: LANDING FEES: (A) There is hereby imposed on all owners and operators of commercial aircraft landing in the McCall Municipal Airport, landing fees as -follows: in the amount established from time to time by resolution of the City Council. Council may in such resolution establish classes of aircraft and vary fees according to class, and extend exemptions to certain on -Airport lessees or on -Airport federal government agencies, if it so chooses. (B) The Airport Manager shall collect such landing fees and remit them each week to the City Treasurer Clerk who shall credit such fees to the Airport Fund. Such duty may be assigned to an agent by a contract approved by Council. (Ord. 564, 3-8-90, eff. 3-15-90; am. Ord. , - - 98) Section 4. Section 5. Section 6.
