HomeMy Public PortalAbout04/25/05 Special CCM1?9 MEDINA CITY COUNCIL SPECIAL MEETING MINUTES OF APRIL 25, 2005 The City Council of Medina, Minnesota met in special session on April 25, 2005 at 6:36 p.m. at the Medina City Hall. Mayor Bruce Workman presided. Members present: Brinkman, Weir, Workman, Cavanaugh, Smith Members absent: Also present: City Administrator Chad Adams, City Planner Rose Lorsung, Police Chief Ed Belland, Public Works Director Jim Dillman, Consultants Maureen Bellows and Gary Demele. Work Session — City Hall Improvements and Facility Master Planning Bellows provided an overview of the work provided to date and the scope of this work session. Discussion was held on how staff and Bellows were directed to prepare for this work session. Discussion took place on the scope and approval of Bellows' contract for services. Bellows and staff summarized different alternatives to renovating City Hall, as part of a long- range plan. The options were discussed amongst Council, staff and consultants. Smith stated her desire to see a staff needs analysis before making a decision on City Hall improvements and a master plan. Adams stated he could have a formal report prepared by the end of May 2005. Cavanaugh stated he prefers to look out into the future for services being provided from the City, and that should influence the location of facilities. Brinkman commented that he prefers to stay on the existing City Hall site. Smith stated that spending $500,000 for a 7-10 year solution to the existing building is not desirable. Weir expressed her desire to review all alternatives thoroughly before expressing an opinion. Workman advised that staff and consultants should look at spending between $500,000 and $600,000 to add a new Council room (or staff space) and to budget it for 2 years. He wanted to determine if this was feasible. He added that if it doesn't work, then focus should be placed on immediate needs and long-range planning process for master planning should then occur. Bellows and staff were directed to bring back a plan on the new addition by June 1. Bellows and staff were also directed to provide a revised scope and cost estimate for the additional services. Councilors commented they want more input on the Council room design. Adjournment Smith moved, Weir seconded to adjourn. Unanimous approval.
