AN ORDINANCE TO ALLOW THE PREAPPROVED
PAYMENT OF CERTAIN CLAIMS PURSUANT TO I.C. 36- 4 -8 -14
WHEREAS, the Indiana General Assembly has empowered municipalities to allow the
prepayment of certain claims pursuant to I.C. 36- 4 -8 -14.
WHEREAS, it is in the best interests of the City of Greencastle that certain claims be
paid prior to approval of the Board of Public Works.
NOW, THEREFORE, BE IT ORDAINED BY the Common Council of the City of
Greencastle, Indiana, that:
SECTION I.
The Clerk- Treasurer may make claim payments in advance of allowance by the Board
of Public Works for the following kind of expenses:
1. Property or services purchased or leased from the United States government,
its agencies, or its political subdivisions.
2. License or permit fees.
3. Insurance payments.
® 4. Utility payments or utility connection charges.
5. General grant programs where advanced funding is not prohibited and the
contracting party posts sufficient security to cover the amount advanced.
6. Grants of state funds authorized by statute.
7. Maintenance or service agreements.
8. Leases or rental agreements.
9. Bond or coupon payments.
10. Payroll.
11. State, federal, or county taxes.
SECTION II.
Each payment of expenses under this ordinance must be supported by a fully itemized
claim.
SECTION III.
® The Board of Public Works shall review and allow the claim at its next regular or special
meeting following the preapproved payment of the expense.
SECTION IV.
All other ordinances, resolutions or parts thereof in conflict with the provisions and the
intent of this ordinance are hereby repealed.
SECTION V.
This ordinance shall become effective from and after the date of its passage.
THIS ORDINANCE was passed and adopted is 28th ay o July, 1992.
