Approval of Agenda Ed Meyers asked for any additions or correction. Hearing none the agenda was approved as printed. Approval of Minutes: Special Meeting Minutes - Chair Meyers asked for any changes to the minutes as printed. Mary Schantz discussed the recent article in the JC News Tribune related to the cemetery near Apache Flats that had been the subject of testimony given at the Special meeting. The minutes do not reflect this testimony or any of the other testimony that was not directly related to the purpose of the Special meeting – the draft Demolition Ordinance. The Commissioners discussed and agreed that the minutes reflected the content of them meeting that we the purview of the Commission. Hearing no changes to the minutes the minutes to the Special Meeting were approved as printed. Regular Meeting Minutes – Chair Meyers asked for any changes to the minutes as printed. Hearing none the minutes were approved as printed. Council Issues: Councilman Henry thanked the Commissioners for their work efforts at the Special Meeting held in January. The feed-back was helpful. Trash Contract – Councilman Henry reported that the contract RFP is being worked currently. Several issues are being considered including the inclusion of glass in the recycling program. There will be opportunities for citizens to express their opinions and concerns. The City Council is hopes to receive more than one bid. Local Elections – After the April election business will pick up on the City Council. Chairman Meyers advised the Commissioners that the Draft Demolition Ordinance is not on the agenda for tonight’s meeting as the Historic City of Jefferson has decided to take the draft back and continue to work with a group of stakeholders to rewrite the draft and bring it back to the Historic Preservation Commission. Cathy Bordner indicated that the group of stakeholders plans to meet in early March to look at possible compromises on key controversial issues. Rather than trying to write the Ordinance the group is likely to come back with recommendations and basic ideas to be included in a new Ordinance. The City staff and attorneys can then write the Ordinance. Demolition Applications: a. 505 Missouri Blvd. – This is one of several buildings owned by St. Mary’s. It has been on the market for over 18 months without selling. The exact age of the building is unknown however it was built sometime between 1947 and 1960. The structure is in the flood plain and is a liability to the owners. St. Mary’s feels the property will sell better without the structure. St. Mary’s has a demolition contract pending that includes asbestos abatement. The building is not a Landmark building or on the Nation Register. Brent Hemphill moved to approve the application. Bill Case seconded. Motion passed. b. 511 Missouri Blvd. - This is another of the buildings owned by St. Mary’s. It has been on the market for over 18 months without selling. The exact age of the building is unknown however it was built sometime between 1947 and 1960. The structure is in the flood plain and is a liability to the owners. This road improvement is in preparation for the Capital Region Hospital renovations and to assist relieving road congestions. The buildings are not Landmark buildings nor are they on the National Register. All were built around 1930. Mary Schantz moved the demolition application be approved. Bill Case seconded. Motion passed. d. 1304 Monroe - This is one of three houses owned by the City. These structures need to be demolished as part of the road improvements at Stadium and Monroe. Motion passed. New Business: None HPC Business a. Landmark Designation Award – The process of the Historic Preservation Commission must be completed at the March meeting as the City Council needs two meetings for the application to be introduced and approved. Jayme Abbott reported that to date there have been no nominations received. She indicated that at least one person has inquired and expressed serious interest. She is expecting at least this one nomination. b. Gregory Stockard Award – Given to a person who has an outstanding record related to historic preservation. Nominations will be made during March meeting. Dates to Remember: a. Next meeting March 10, 2015 b. CLG Forum April 17, 2015 – Jayme reported that this an annual training for Certified Local Governments. It is being held in Jefferson City and any Commissioner who is interested in attending should let her know. Adjournment: Bill Case moved adjournment. Kevin Kelly seconded the motion. Motion passed.
