Proposed Leesburg Form‐Based Code Goes to Public Hearing
The Leesburg Planning Commission will hold a public hearing on proposed
new zoning regulations for the Crescent District on Thursday, June 3, 2010

Leesburg Planning Commission will take
public comment on the proposed Form‐
Based Code during a public hearing at
their regular meeting on Thursday, June 3,
2010 at 7:00 p.m. in the Council Chambers
at the Leesburg Town Hall (25 West
Market Street).
In June 2006, the Town of Leesburg
adopted a master plan for the Crescent
District, an area of Town adjacent to the
Old & Historic District, originally encompassing both sides of Catoctin Circle SE from East
Market Street to South King Street. The Crescent District Master Plan is available for download
on the Town website at www.leesburgva.gov/index.aspx?page=128. A major step in the
implementation of the Crescent District Master Plan is the development of new zoning
regulations for this section of Town. The proposed zoning regulations, commonly known as a
Form‐Based Code, focus on urban‐style development through a mix of uses and how buildings
relate to the streets and sidewalks. Form‐Based Code differs from the Town’s existing zoning
regulations by placing primary emphasis on the physical form of development, with lesser
emphasis on land use.

The Planning Commission held the first public hearing on the Form‐Based Code in September
2009. Since that time, the Commission has held multiple work sessions on the draft code. As a
result of their work, a number of changes have been made to the draft as presented in
September, including redefining the boundaries of the district to include only the area bounded
roughly by Harrison Street, East Market Street and Catoctin Circle SE (excluding most properties
within the Old & Historic District). For more information about the proposed Form‐Based Code,
