HomeMy Public PortalAbout14-03 Amend Ordinance 13-30 Education Committee 1st Reading: 04/09/2014 2nd Reading 05/14/2014 Public Hearing: 05/14/2014 Adopted: 05/14/2014 Effective Date: 05/15/2014 Sponsor: Commissioner Johnson ORDINANCE NO. 14-03 AN ORDINANCE OF THE CITY COMMISSION OF THE CITY OF OPA-LOCKA, TO AMEND ORDINANCE NO 13-30 THE OPA-LOCKA EDUCATION COMMITTEE; PROVIDING FOR INCORPORATION OF RECITALS; PROVIDING FOR CONFLICT AND REPEALER; PROVIDING FOR CODIFICATION; PROVIDING FOR SEVERABILITY; PROVIDING FOR AN EFFECTIVE DATE WHEREAS,the City Commission of the City of Opa-locka desires to amend Ordinance No. 13-30, The Opa-locka Education Committee, for the purpose of developing and coordinating educational related program activities,to improve the education processes and standard in the City of Opa-locka; and WHEREAS, the Education Committee shall consist of one (1) parent from each public school in the City, along with a representative from each of two (2) identifiable businesses in the City, with 10 or more employees (to be represented by the owner of the business and/or their designated representative),together with the Commission Liaison, who will act as liaison for the City along with and public school representative, and community based organization representatives, serving in an advisory capacity only; and WHEREAS, the City Commissioner Liaison shall serve a term of two (2) years, and will be a voting member; and ORDINANCE NO. 14-03 WHEREAS, officers shall be selected by the Committee within 60 days of its formation, except that there shall be no treasurer, since the Committee will not handle any funds, but will instead handle all financial matters through Miami-Dade County Public Schools Foundation; and WHEREAS, the Committee will adhere to guidelines approved by Miami Dade Public County School("MDCPS")for all education compacts within the County; and WHEREAS, the Committee shall develop an annual calendar of events in order to assist education within the City; and WHEREAS, representatives of MDCPS will act in an advisory capacity only to the Committee, as it relates to matters concerning traditional public schools in the City Feeder Pattern, who shall not be a voting member. NOW, THEREFORE,BE IT DULY ORDAINED BY THE CITY COMMISSION OF THE CITY OF OPA-LOCKA,FLORIDA: Section 1. The recitals to the preamble herein are incorporated by reference. Section 2. The City Commission of the City of Opa-locka, hereby amends Ordinance No. 13-30, the City of Opa-locka Education Committee, to be composed of one (1) parent from each public school in the City, along with a representative from each of two (2) identifiable businesses in the City with 10 or more employees (to be represented by the owner of the business and/or their designated representative), together with the Commission Liaison, who will act as a liaison for the City along with and public school representative, and community based organization representatives, serving in an advisory capacity only. The Committee will be organized for the purposes, and will operate in accordance with the guidelines, set forth hereinabove. ORDINANCE NO. 14-03 Section 3. If any section, subsection, sentence, clause, phrase or portion of this Ordinance is for any reason held invalid or unconstitutional by any court of competent jurisdiction, such portion shall be deemed a separate, distinct and independent provision and such holding shall not affect the validity of the remaining portions of this Ordinance. Section 4. All ordinances or resolutions or parts of ordinances or resolutions in conflict herewith, are hereby repealed Section 5. This Ordinance shall be codified in the Code of Ordinances when the code is recodified. Section 6. This Ordinance shall, upon adoption, become effective as specified by the City of Opa-locka Code of Ordinances and the City of Opa-locka Charter.
