AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, ACCEPTING AND APPROVING
THE REPLAT OF LOTS 30-34 OF THE TRAILS OF KAUFFMAN HILLS, SECTION THREE, A
SUBDIVISION OF THE CITY OF JEFFERSON, MISSOURI.
WHEREAS, Jerry Green, owner of the real estate hereinafter described, having submitted to the
City Council a plat of said real estate, being located in Jefferson City, Cole County,
Missouri, and described as: Lots 30, 31, 32, 33 and 34, Kauffman Hills Court Right-
of-Way and Nob Hill Right-of-Way, being a part of The Trails of Kauffman Hills
Section Three as per plat of record in Plat Book 12, page 593, Cole County
Recorder's Office, being a part of the Southwest Quarter of the Southwest Quarter
of Section 9, Township 44 North, Range 12 West, in the City of Jefferson, Cole
County, Missouri, more particularly described as follows: BEGINNING at the most
northerly corner of Lot 29 of said The Trails of Kauffman Hills Section Three; thence
550°36'39'W, along the northwesterly line of said Lot 29, 142.00 feet to the most
westerly corner thereof; thence S39°23'21"E, along the southwesterly line of said
Lot 29, 48.45 feet; thence southeasterly, along the southwesterly line of said Lot 29,
on a curve to the right having a radius of 340.00 feet, an arc length of 46.94 feet
(chord: S35°26'01"E, 46.91 feet); thence 531°28'42"E, along the southwesterly line
of said Lot 29, 34.61 feet to the most southerly corner thereof, also being a point on
the northerly right-of-way line of Graystone Drive; thence S58°31'18"W, along the
northerly right-of-way line of Graystone Drive, 60.00 feet to the most easterly corner
of Lot 35 of said The Trails of Kauffman Hills Section Three; thence N31°28'42"W,
along the northeasterly line of said Lot 35, 34.61 feet; thence northwesterly, along
the northeasterly line of said Lot 35, on a curve to the left having a radius of 280.00
feet, an arc length of 38.66 feet (chord: N35°26'01"W, 38.63 feet); thence
N39°23'21'W, along the northeasterly line of said Lot 35, 56.73 feet to the most
northerly corner thereof; thence 550°36'39'W, along the northwesterly line said of
Lot 35, 218.49 feet to the northwesterly corner thereof, also being on the westerly
boundary of said The Trails of Kauffman Hills Section Three; thence N06°18'481'W,
along the westerly boundary of said The Trails of Kauffman Hills Section Three,
435.04 feet; thence N29°25'54"E, 34.24 feet to the southeasterly corner of Reserve
Tract B of said The Trails of Kauffman Hills Section Three; thence N06°18'48"W,
along the easterly line of said Reserve Tract B, 104.03 feet to the southwesterly
corner of Reserve Tract A of said The Trails of Kauffman Hills Section Three;
thence N83°41'12"E, along the southerly line of said Reserve Tract A, 86.67 feet to
the southeasterly corner thereof, also being a point on the easterly boundary of said
The Trails of Kauffman Hills Section Three; thence S44°42'20"E, along the easterly
boundary of said The Trails of Kauffman Hills Section Three, 234.76 feet; thence
S39°23'21"E, along the easterly boundary of said The Trails of Kauffman Hills
Section Three, 191.32 feet to the POINT OF BEGINNING. Containing 2.91 acres.

WHEREAS, it appearing that said plat has been fully and properly signed and accepted by the
owner of said subdivision, known and referred to as the Replat of Lots 30-34 of The
Trails of Kauffman Hills, Section Three. That all taxes have been paid, that in all
respects the requirements of Chapter 445, RSMo, entitled "Plats" have been fully
complied with by the owner of said subdivision, and that in all respects the
requirements of the Planning and Zoning Commission of the City of Jefferson,
Missouri, relating to plats and subdivisions have been complied with.
NOW, THEREFORE, BE IT ENACTED BY THE COUNCIL OF THE CITY OF
JEFFERSON, MISSOURI, AS FOLLOWS:
SECTION 1. That the Replat of Lots 30-34 of the Trails of Kauffman Hills, Section Three,
lying, being and situated within the corporate limits of the City of Jefferson, Missouri, as shown by
the said plat attached hereto and made a part of this ordinance, is hereby approved and accepted
by the City Council of the City of Jefferson, Missouri.
SECTION 2. The Mayor and City Clerk are hereby authorized and directed to endorse
acceptance of said plat hereon and to certify the approval of said plat under the seal of the City of
Jefferson.
SECTION 3. This ordinance shall be in full force and effect from and after the date of its
passage and approval.

Case No. P15003 -Revised Preliminary Plat and Replat of Lots 30-34 of The Trails of
Kauffman Hills Section 3. Application filed by Jerry Green, property owner, for a Revised
Preliminary Plat and a Replat of 2.92 acres consisti ng of 5 lots. The property is zoned RS-1 Low
Density Residential and is located on the north side of Graystone Drive 300 feet west of
Sherwood Drive. The property is described as part of Section 9 , Township 44 North, Range 12
West, Jefferson City, Missouri {Central Missouri Professional Services, Consultant).
Mr. Barron explained that this proposal is for the approval of a Revised Prel iminary Plat and
Replat for a portion of The Trails of Kauffman Hills Subdivision . He stated that the proposal
includes the elimination of a planned cul-de-sac that would serve five {5) lots and the creation of a
through street that would connect to Nob Hill Road to the northwest. Mr. Barron explained that the
original Preliminary Plat was approved in 2005 and showed a connection to Nob Hill similar to this
proposal. He stated that a revision to the Preliminary Plat was approved in 2006 that created the
cul-de-sac. Mr. Barron explained that a separate request to vacate all previously platted easements
and right of way within the replat area has been received by the Department of Public Works. He
stated that this request will accompany the Replat to the City Council.
Mr. V aug han arrived at 5:25. Mr. Barron clarified that Mr. Vaughan is not eligible to vote since he
was not present when the case started . Mr. Vaughan is able to participate in the d i sc ussion.
Mr. Jerry Green, 36 10 Graystone Drive spoke regarding this request and explained that the
purpose of thi s request is to remove the two dead end streets and provide connectivity for the
residents in this subdivision.
No one spoke in opposition to this request and no co rresponden ce was received.
Mr. Barron gave the Planning Division staff report. Mr. Wade gave the Engineering Division staff
report.

Mr. Nunn moved and Mr. George seconded to approve the Revised Preliminary Subdivision Plat
subject to compliance with comments and technical corrections by the Planning and Engineering
Divisions. The motion passed 8-0 with the following votes:
Aye: Cotten, Deeken , Dutoi, George , Jordan , Lester, Nunn , Yarnell
Mr. Nunn moved and Mr. George seconded to recommend approval of the Replat subject to the
following conditions, to the City Council:
a. Compliance with comments and technical corrections by the Planning and Engineering
Divisions.
b. Finalization of Improvement Plans prior to introduction to City Council.
The motion passed 8-0 with the following votes:
Aye : Cotten , Deeken , Dutoi , George, Jordan, Lester, Nunn, Yarnell
B. Staff Update on the Capital Mall Special Exception Use Permit and Rezoning Proposal
Mr. Barron explained that the Applicant has requested to postpone further action on the major
portion of this plan except for revisions to the signage plan . He stated that the Applicant is
requesting that the signage plan be forwarded to the City Council in order to allow Ross
Department Store to move forward. Mr. Barron explained that the remainder of the plan and
rezoning request has been postponed to allow the Applicant time to consult with the other major
tenants at the Mall.
8. Adjourn . There being no further business, the meeting adjourned at 5:40p.m.

Section 3. Application filed by Jerry Green, property owner, for a Revised Pre liminary Plat and a Replat of 2.92
acres consisting of 5 lots . The property is zoned RS-1 Low Density Residential and is loc ated on t he n01th side of
Graystone Drive 300 feet west of Sherwood Drive. The property is described as part of Section 9, Township 44
Notth, Range 12 West, Jefferson City, Missouri (Central Misso uri Professional Services, Consultant).
Description of Proposal
This proposal is for the approval of a Revised Preliminary Plat and Replat for a portion of The Trails of Kauffman
Hills Subdivision. The proposal includes elimination of a platlned cul-de-sac that would serve 5 lots and creation of
a tlu·ough street that would connect to Nob Hill Road to the n01thwest. The new street would be named Nob Hill.
This is the second revision to this portion of th e subdiv is ion. The original Preliminaty plat was app roved in 2005
and showed a connection to Nob Hill simi lar to this proposal. A revision to the Preliminaty Plat was approved in
2006 that created the cul-de-sac.
Preliminary Plat
The Revised Preliminary Subdivision Plat details the street layout and lot lay ou t of the revised p01tion of t he
subdivi sion. The Replat (Final Plat) includes the lot layout and easements associated with the s ubdivisio n.
Acreage: The size of the replat area of the subd ivis ion is 2.92 acres
Number of Lots: 5 lots are shown on the plat.
Lot Sizes: The smallest lot is 18 ,108 sq. ft. All lots meet minimum w idth (100') and area (15,000 sq. ft.)
requirements of the RS-1 district. No corner lots a re proposed with the plat.
Streets: The revi sed subdivision plan eliminates the previously planned cu l-de-sac off of Graystone Drive and
replaces it with a tllrough street extension of Nob Hill Road.
Sidewalks: Sidewalks are required o n one side of all streets. A sidewalk is shown on both sides of the street.
Utilities: All lots are shown with proper utility access. Fire Hydrants are shown at a s pacing of 600 feet or less
and Street Lights are shown at a s pacing of250 feet o r less.
Reserve Tract: No reserve tracts are proposed with the plat.
Easement Vacation: A separate request to vacate all previously platted easements and right of way within
the replat area, which would clear the propetty and allow for new easements to be platted as s hown on the
replat document, has been receiv ed by the Public Works Depattment. The request will accompany the
replat to the City Council.
Staff Recommendation
Pending correct ion of minor technical items remaining on t he plats, staff recommends approval of the Revised
Preliminary Subd ivi s ion Plat and Replat.

ENGINEERING STAFF RECOMMENDATION-
Support approval of the preliminary and final plats subject to review comments and technical corrections
being addressed on revised versions of the plats.
Existing Infrastructure
* Infrastructure needed to serve this development exists in the vicinity; built with the previous ly
proposed development.
-Nob Hill exists to the west and Graystone Drive exists to the south of the proposed replat.
-A creek exists through the property collecting drainage fi·om the entire vicinity.
-Sanitary sewer exists to serve this property; built with the previously approved subdivision(s).
-Most other utilities that will be needed to serve this development will be extended from Graystone
Drive and Nob Hill.
-Sidewalk exists in the adjacent section of the subdivision.

Roadway, Storm Water Drainage I Erosion and Sediment Control
The extension of Nob Hill is being proposed as a curb/guttered roadway, parking allowed on both
sides of the street.
-Stonn water detention is not required for the subdivision.
-Roadway, storm water drainage, erosion and sediment control plans have been submitted a long
with improvement plans and are currently being reviewed, seeming to be in substantial
conformance with City requirements.
All existing right-of-ways and easements for the existing lots are being relinquished, and new r/w
and easements are being proposed such that Nob Hill will now provide an additional connection
into and out of the Trails of Kauffman Hills Subdivision.
Sanitary Sewer
All lots are to be served by sanitary sewer, by new main extensions through the subdivision.
-Improvement plans have been reviewed and seem to be in substantial conformance with City
Standards.
Sidewalk
Sidewalk is proposed above and beyond City Standards, along both sides ofNob Hill, five (5) feet
in width.
Street Access I Traffic Impact
* Access into and out of the proposed development will be from Graystone Drive and Nob Hill.
* Parking is to be allowed along both sides ofNob Hill.
Utilities I Fire Hydrants I Street Lights
* Facilities proposed will meet current City Standards and requirements.
Technical Comments
* ·Minor technical corrections to the plats and improvement plans remain. These will need to be
addressed with revised plats and improvement plan submittal{s).
