Mayor Attest: Clerk The Council of Bal Harbour Village met at the Administration Building, Monday, June 6, 1950, at 7:00 o'clock P. M. Present: Messrs. Beatty, Graham; Jr., Stokely and Whittaker Absent: Mr. Simon's Also present were Mr. W. H. 'Iebb, Town Manager; Fred Baisden, Town Attorney; and Mary Wetterer, Town C1Frk. The minutes of the previous meeting of Aoril'17, 1950 were reed and approved. Mr. Edward G. Stokely then took the anti - communistic oath and was sworn in as councilman to fill the unexpired term of Mr. Edward L. Bonneau to May 1951. Mr. Graham explained that it Could be advantageous'to have sprinkler systems installed in the variout parks in Bal Harbour and asked Mr. Webb to explain the cost of such a pr6ject. Mr. Webb said that he had figures for the parka along Harbour Way from Collins Avenue to the Yacht Basin in the amount of about $5,000.00 with the conventional type of sprinklers. However, a new type of sprinkler is now being used that covers a larger area and if these could be utilized the cost would be considerably lower. Mr. Webb also explained that there was approximately $4,300.00 in surplus occupational licenses and buildin;; permits to date that could be used for this work. After discussion, on motion of Mr. Beatty, seconded by Mr. Whittaker, it was unanimously voted that $2,500.00 be appropriated from surplus for the installation of sprinkler systems and that Mr. Webb was to u:e his own judgement as to the type of sprinkler to be installed. Mr. Graham informed the council that it had come to his fttten- If L n 59 tion that large amounts of fill were being removed from the village limits by the contractors and asked that the council consider passing an ordinance prohibiting the removal of fill and trees from the village. Mr. Baisden informed the council that he did not believe trees could be included in this ordinance but that he would work something out govering the removing of excess fill. Mr. Graham reported to the council the decisions reached by the mayors of the various Dade County municipalities and the committee to establish a Pan American Trade Mart on the Graves Tract. He stated that a preliminary engineering report was going to be composed and that each cor.raunity was asked to contribute $200.0C toward the cost. After discussion it was moved by Mr. Whittaker, seconded by Mr. Stokely, that $200.00 be appropriated from surplus to the Mayor's Fund (5001-B10) of which all or any part would be spent as Hal Harbour's contribution to this work. Mr. Webb read to the council a letter from the mayor of the Town of Golden Beach with reference to setting up a sanitary district in this area. It was agreed that inasmuch ea this village was connected to the City of Miami Beach outfall, Mr. Webb should talk the matter over with Mr. Renshaw and establish what their feelings are before any action is taken. Mr. Webb also read to the council a letter from the Dade County Planning Board with reference to the American Planning and Civic Association conference to be held in Miami in May of 1951 if a sufficient amount could be raised to cover convention expenses. The letter asked that each municipality contribute $'25.00 to this fund. The council felt that even though Bal Harbour Village would gain nothing from this conference our contribution would show that we were very interested in proper municipal planning and that $25.00 would be included in next year's budget for this purpose. Mr. Webb presented to the council a schedule of rates from the Bal Harbour Insurance Agency covering Fidelity Insurance for all Bal Harbour employees. It was decided that this type of insurance would not be necessary. The subject of resolutions for councilmen leaving the village was'brought up and it was decided this was to be in the form of a letter signed by the mayor and countersigned by the village clerk.
