Due to current public health concerns, this meeting will be conducted remotely using Zoom. Public comment
instructions are available below the agenda.
Public charge: The Hillsborough Historic District Commission pledges to the community of Hillsborough its
respect. The commission asks members of the public to conduct themselves in a respectful, courteous manner
with the commission members and with fellow community members. At any time should any member of the
commission or community fail to observe this public charge, the chair or the chair’s designee will ask the
offending person to leave the meeting until that individual regains personal control. Should decorum fail to be
restored, the chair or the chair’s designee will recess the meeting until such time that a genuine commitment to
this public charge can be observed.

2. Commission’s mission statement
To identify, protect, and preserve Hillsborough’s architectural resources and to educate the public about
those resources and preservation in general. The Hillsborough Historic District presents a visual history of
Hillsborough’s development from the 1700s to the 1960s. In 1973, the town chose to respect that history
through the passage of the preservation ordinance creating the historic district.

Certificate of Appropriateness Application: 224 N. Occoneechee Street — Applicant is Housewright
Building Company to construct a new 2555 sq. ft, 1.5-story single family dwelling with a front porch, rear
porch, and a 2-car side entry garage (PIN 9864-77-9464). This is a continuation from the meeting March 3,
2021.

A. Certificate of Appropriateness After-the-Fact Application: 330 W. King Street - Applicant is Arthur
Axelbank requesting after-the-fact approval to remove a double wood door from the front elevation with
replacement by smooth hardie siding new approval to remove the previously-installed replacement
windows and replace the original double door over top of the previously-installed smooth hardie siding at
330 W. King Street (PIN: 9864-76-9302).

B. Certificate of Appropriateness Application: 114 N. Occoneechee Street — Applicant is Jennifer Hoffman
on behalf of Candace and Hans Savage to demolish an existing patio, to replace a single window on the
rear wall of the existing covered porch with a double window, and to construct a new 132 sq. ft. screened
in porch at 114 N. Occoneechee Street (PIN 9864-86-0649).

Public Comment Instructions
For public hearings, agenda items and items not on the agenda
Public Comment ― Written
Members of the public may provide written public comment by submitting it via the Historic District Commission
contact form by noon the day of the meeting. Public hearing comments may be submitted for 24 hours
following a public hearing.
When submitting the comment, include the following:
• Date of the meeting
• Agenda item you wish to comment on (Example: 5.C)
• Your name, address, email and phone number
Public Comment ― Verbal
Members of the public can indicate they wish to speak during the meeting by contacting the Historic District
Commission’s staff support using the commission contact form by noon the day of the meeting.
When submitting the request to speak, include the following:
• Date of the meeting
• Agenda item you wish to speak on (Example: 5.C)
• Your name, address, email and phone number (The phone number must be the number you plan to call in
from if participating by phone.)
Prior to the meeting, speakers will be emailed a Zoom participant link to be able to make comments during the
live meeting. Speakers may use a computer (with camera and/or microphone) or phone to make comments.
Speakers using a phone for comments must use the provided PIN/password number.
The public speaker’s audio and video will be muted until the board gets to the respective agenda item. Individuals
who have pre-registered will then be brought into the public portion of the meeting one at a time.
