The Council of the City of Medina met in special session on Thursday, April 26, 1990 at
7:30 P.M.
Present: Mayor, Thomas Anderson; Councilmembers, Wilfred Scherer, Robert Mitchel„ Stephen
Schmit; Clerk-Trec.surer, Donna Roehl; Public Works Director, Names Dillman;
Attorney, Ron Batty; Zoning Administrator, Loren Kohnen
1. HAMEL WELL # 2 REPAIR
Jim Dillman explained that Well # 2, near the Medina Ballroom, had been affected during the
drilling of the new test well. He stated that he had met with Dick Foster of Bonestroo,
and representatives from Renner Well Co. and Tom Stevens of Stevens Well to determine a pro-
cedure to redevelop the well. Two quotes were received for the work; Renner Well Co.-
$9840; Stevens Well Co.-$10,772.53. He recommended that Renners be given the work and that
the city should still continue to search for another well site and this procedure will only
bring well capacity back to where it was before the test well was drilled.
Moved by Scherer, seconded by Schmit to authorize Renner Well co. to proceed with the repair
of Well # 2 at a cost of approximately $10,772.53.

2. TAX INCREMENT DISTRICT 1-6, PLANS, PUBLIC HEARING, 7:35 P.M.
Ron Batty explained some of the new laws that had just been passed by the legislature regard-
ing tax increment, including volume cap, economic development districts and life of districts.
He stated that if council wished to designate District 1-6 it should be done at this meeting
and certified to Hennepin County immediately.
Moved by Scherer, seconded by Schmit to close the Public Hearing.
Motion declared carried
Public Hearing was closed at 7:40 P.M.
Ron Batty explained content of the plan for District 1-6 and the resolution certifying the
district.
Moved by Scherer, seconded by Schmit to adopt Resolution 90-24, certification of Tax Increment
District 1-6.
Motion declared carried
3. HORSE STABLES
Robert Mitchell asked that council briefly discuss horse stable operations as there would be
an application to consider at the May 1st council meeting.
Ron Batty stated that the cities ordinance defines private use facilities, not commercial
and that the Planning Commission was reviewing the application before them under that or-
dinance, when in fact, different conditions might apply to a commercial operation.
Robert Mitchell stated that he was concerned about the number of horses on small acreages
and he did not want 90% of the people in the city angry with the 10% who have horses.
Thomas Anderson stated that the Planning Commission wanted the same type of conditions for
the new applicant as exists for J.R. Farms and they thought that most of the existing
operations are being run in the same manner.
Robert Mitchell asked that other councilmembers review the application carefully and
come to the meeting prepared to discuss all types of horse facilities.
Moved by Mitchell, seconded. by Scherer to adjourn.
Motion declared carried
