1. CALL TO ORDYR : President Dan %lendin
The meeting was called to order at 7 :45 p.m.
Members present : Dan Condron
Kay Duffy
Nonette Hanko
Bill Peters
Dan Wendin ►
2. MINUTES :
Director Hanko pointed out that the second to the last
sentence under ,�7 should read "He also asked Nonette to
draft up some possible procedures of operation for the
meeting to be held Jan. 10. "
Motion made by Director Condron that the Minutes of the
meeting held Nov. 30 be approved as corrected.
Seconded by Kay Duffy. Passed unanimously.
3. ADOPTION OF AGENDA
The following items were added to the proposed Agenda:
Between /'4 and 7',5 Sub-Committee Structure and between
/'8 and 6 Old Business. The meeting will be followed
by an Executive Session for the discussion of General
Tanager applicants and salaries.
4. REPORTS AND RESOLUTIONS :
A. Report on AD2392:
It was signed into law by Lt. Gov. Reineke, We will
be able to borrow up to 4�100,000. Supervisor Calvo
felt the County would be willing to lend us some of
this. It was decided that a budget be prepared to
present when requesting funds from the County
B. Resolution 72-3:
Motion made by Director reters that no smoking be
allowed at meetings of the Paid-peninsula Regional
Park District. Seconded By Director Hanko.
Passed unanimously.

D. Report People for Open Space Meeting:
Director Duffy distributed a report of a. meeting
she attended in Can Francisco,
5. SUB TIEE STRUCTURE:
According to the Brovm Act, whenever two or more members
of an elected body meet to discuss related activities it
must be T)ublic and announced. Consequently, any Sub-Committee
meetings consisting of two or more directors will have to
be public and announced.
d. P soNLTEL :
According to new rules governing ReLional Park districts,
we must hire a general manager and secretary.
Motion : Made by Bill Peters that we hive a general manager
and a secretary and that we initiate search activities
to be reported at our next general meeting. Seconded
by Nonette Hanko.
Amendment - By Nanette Hanko that we also hire a
controller and legal counsel. Seconded by Dan
Wendin. The motion was defeated by 3-2. Hanko,
Wendin; yes; Condron, Peters, & Duffy; no,
Amendment : By Dan 'Wendin that we specify that the
Board will meet in Executive Session to appoint five
or more unpaid advisors who will assist the Board
as they see fit in selection of a general manager.
Seconded by Bill 'Peters. Passed unanimously
initial motion passed unanimously.
Motion: Made by Dan ',Iendin that we hire a part-time secretary
immediately and defer permanent staffing until it can
be coordinated with the newly ar)-gointed general manager.
Seconded by Dan Condron. Passed 4 yes, with Director
Peters obstaining,
It was mentioned that, we could ask the County Counsel for any
legal aid until we hire our own legal counsel,
7. OFFICE FACILITIES :
"_'he Peninsula Conservation Center has offered us 01' Tice space
and Vic Calvo has offered access to some of his office facilities.

8. 'IN".NCE/BUDGET : I
President Wendin asked Director Peters to explore budgetary
re,juirements and to prepare a budget to be submitted to the
Board.
9, INT"F-AGENCY COORDIN..%TION:
Motion made by Nonotte Han�o that the discussion of Inter-
Agency Coordination be tabled until the next meeting.
Seconded by Kay Duffy. Passed unanimously.
Herb Grinch stated that he would like to help serve as a
liason between us and the County ''arks Commission as well
as any other like agencies.
10 OLD BUSINESS
A. El Retiro :
Marge Sutton and Jean Struthers reported that the Los Altos
City Council had isEued an interim zoning ordinance for
the El Retiro property of Rl-40 (one single family per
acre) for a period of 90 days.
Motion made by Dan Wendin: Because of our concern for
preservation of open space, the Mid-Peninsula
Regional Park District is interested in continuing
to study the El Retiro site but in no },gay commits
itself to any course of action. To this end,
Directors Wendin and Peters will continue to follow
the matter and will report in writing to the
Board at its Jan. 10, 1973 , meeting in a joint
report or individually as' they prefer.
11. . NEW BUSI NF_S S:
A. Policy of Land Acquisition:
It was agreed that starting in January the Board needs to
hold general study sessions to establish a policy of
land acquisition.
B. Director' s Salary:
Motion by Dan %Tendin that effective tonight each Director
should be paid '�50 per meeting. Seconded by Bill
Peters. Passed unanimously.
The meeting then proceded into Executive Session and was adjourned
at 1 :10 a.m.
