A special meeting of the Tiffin City Council and Tiffin Planning and Zoning Commission
for the City.of Tiffin was brought to order by Mayor Glen R.Potter at 6:30 p.m.at the
Tiffin Fire Station, Wednesday, April 27, 2005. Council members present: Sandy
Huedepohi,Mark Petersen,Jim Bartels and Karin-Dils. Absent: Mice Gericke. PZ
Members present: Ruth DeMuth, Stephanie Surine, Melvin Reeve and Terry Richardson.
Absent: Steve Berner. Meeting called foir the purpose of reviewing concept plans for
Timber Ridge View Subdivision located directly north of Songbird Estates.
Developer Braxton Neiman was present. Doug Frederick of Hart Frederick serves as his
engineer and also Karla Davis, Shawn Yoder, Larry Hart, Jim Benz were present to
gather:input from the city on concept plans for Timber Ridge View Subdivision.
The Timber Ridge View Subdivision includes 2.7 Acres reserved for Park space-and the
developer hopes to save as many trees as possible in the area and build walking trails
across the subdivision. The development proposes access off Roberts Ferry Road Onto
Oakdale in a westerly direction and also from Blue Jay and Robin Court from the south. ,.
Dils reminded the developefthat the access ordinance that has been in place for more
than two years requires a traffic study for the.subdivision. Braxton explained that he
hoped to avoid great costs in traffic studies. The city will reimburse the developer for
road improvement requirements beyond those required by city ordinances and design
standards. Neiman explained that the south end of the subdivision would begin first,
some lots in the north end would have very low water pressure at this time. He would
know in the very near future if 103 acres on the east side of Roberts Ferry Road would be
available. If both sides of the road become available,the Oakdale Blvd can be planned
for the entire area. Richardson asked if the cul-de-sac would navigate the city fire.

to use these dollars to continue improvements needed to existing routes that serve the
new residents of the growth areas. Neiman said he might be able to locate impact costs
contracts that the city could use in the future. Reihman reported that current regular funds
including Road Use funds would probably be insufficient to provide improvements
needed for Roberts Ferry..Perhaps in a staged effort the entire roadway could be
upgraded with the use of tax increment funds: Because Oakdale is the immediate project,
the area between Oakdale and Goldfinch would be the first location to upgrade in a
simultaneous effort of the developer and city. Clerk recommended amendment of the tax
increment map to provide funds needed for the roadway work... A project encompassing
both Oakdale and Roberts Ferry could save in start up costs, and costs of providing

grading continuity that might likely be necessary if done at a later date. Neiman
requested that due to a loss of lots to provide space and also the costs related to
installation of Oakdale that a multiple family zone be permitted in the top tier of the
development nearest to Oakdale: Oakdale plans of the city prohibit driveway entrances.

this time road work`requirement are unknown,"but the city would request cooperation and
space as might be needed to provide roadway improvements for Roberts Ferry and the
intersection of Oakdale with Roberts Ferry. Cooperation now could provide costs saving.,
and reduce public relations problems for both the city and developer in'the area with an
outcome to provide most optimal improvements. Surine expressed concern for
opening the lot directly opposite Robin Ct in a westerly direction for the future possibility
of providing a street area directly parallel to Oakdale for future traffic movement•should
the city continued to grow westward in the future. At this time there is no growth
proposed to the west,however a few years ago there was no growth proposed for the area .
north of Songbird. Surine felt that if the space wasn't set back everything between Hy6
and Oakdale would be a'locked pocket. 'Petersen sited the example of that found in North
Liberty. The area north of Zeller can require a four mile drive to get from one thru road
to another'in North Liberty. Bartels said the area west of Songbird would probably not be
developed and the city didn't need the space. Bartels said he didn't care where the street,
„pond or Oakdale Blvd were located. Reeves offered that doing what was best for the
town was the goal for officials. Surine said if the city did not grow west,then the lot
,could be left empty. Mayor Potter asked if the developer would dedicate the lot to the
city for park purposes at present, and if it were needed sometime in the future for
roadway it would be available. Neiman asked if he would be responsible for placing
roadway across the lot. City agreed that the developer would not be required to provide
any road work now or in the future. The city will be responsible for providing sidewalk
across the lot.
Motion Surine, second Reeve to recommend that the city approve agreement. to approve
a concept plan for Timber Ridge View Subdivision with Braxton Neiman with
consideration for a subdivider's agreement to include the following:' developer to install
Oakdale Blvd with consideration for 15 feet variance for one point for a building
proposed in a possible R2.5 planned area that will be presented to the city for approval
and that the developer will work in cooperation with the city to,provide improvements as
required by the city for the intersection of Oakdale and Roberts Ferry and the developer
will work in cooperation in providing work area and road space necessary to provide

of Timber Ridge View Subdivision. The developer understands that water pressure in
some lots may be low for higher locations. The city understands that the wooded area F,
of approximately 2.5 Acres that will include trailing will be accepted for park
requirements of the city. Review manner of assessing costs to new developers that may
use Oakdale/Roberts Ferry from the north in the future to assist with roadway work that
will be needed for new traffic. Developers also agrees to dedicated lot 3 for park
purposes, no roadway required from the developer,the city responsible for sidewalk
placement and will be reserved for the possibility that it may be needed sometime in the
future for a roadway in a westerly direction providing an alternative routing across this
area of the city. And that the city should proceed with city attorney and city engineer
review to provide subdivider's agreement,and to review and authorize all documents as
necessary to amend City of Tiffin tax increment Map: Ayes: Surine,Reeve, Richardson
and DeMuth. Absent: Berner. Motion carried. t,

developed and the city didn't need the space. Bartels said he didn't care where the street,
pond or Oakdale Blvd were located. Reeves offered that doing what was best for the
town was the goal for officials. Surine said if the city did not grow west,then the lot
could be left empty. Mayor Potter asked if the developer would dedicate the lot to the
city for park purposes at present, and if it were needed sometime in the future for
roadway it would be available. Neiman asked if he would be responsible for placing
roadway across the lot. City agreed that the developer would not be required to provide
any road work now or in the future. The city will.be responsible for providing sidewalk
across the lot.
Motion Surine, second Reeve to recommend that the city approve agreement.to approve
a concept plan for Timber Ridge View Subdivision with Braxton Neiman with
consideration for a subdivider's agreement to include the following: developer to install
Oakdale Blvd with consideration for 15 feet variance for one point for a building
proposed in a possible R2.5 planned area that will be presented to the city for approval
and that the developer will work in cooperation with the city to provide improvements as
required by the city for the intersection of Oakdale and Roberts Ferry and the developer
will work in cooperation in providing work area and road space necessary to provide
grading work and space as needed for roadway improvements, and to allow for
movement of equipment along Roberts Ferry as needed to grade and build Roberts Ferry

some lots may be low for higher locations. The city understands that the wooded area
of approximately 2.5 Acres that will include trailing will be accepted for park
requirements of the city. Review manner of assessing costs to new developers that may
use Oakdale/Roberts Ferry from the north in the future to assist with roadway work that
will be needed for new traffic. Developers also agrees to dedicated lot 3 for park
purposes, no roadway required from the developer,the city responsible for sidewalk
placement and will be reserved for the possibility that it may be needed sometime in the
future for a roadway in a westerly direction providing an alternative routing across this
area of the city. And that the city should proceed with city attorney and city engineer
review to provide subdivider's agreement, and to review and authorize all documents as
necessary to amend City of Tiffin tax increment Map. Ayes: Surine,Reeve,Richardson
