HomeMy Public PortalAboutMinutes-05/04/2005 c i Tiffin Planning and Zoning Commission May 4, 2005 A regular meeting of the Tiffin Planning and Zoning Commission was brought to order by Chair Steve Berner at 6;30 p.m. Wednesday,May 4, 2005 at the Tiffin Fire Station. Members present: Steve Berner, Ruth DeMuth, Melvin Reeve and Stephanie Surine. Absent: Terry Richardson. Also presen: Mayor Glen R. Potter, Karin Dils and Mark Petersen. Motion Surine, second dReeve to approve printed mintues. Ayes: Surine, DeMuth, Berner and Reeve. Motion carried. Craig McCormikc visited with members regarding possible plans for the southeast corner of the city. McCormick is the general manager for a group of inverters. The entertainment complex called Party Town USA would include an outdoor amphitheater, campgrounds and maybe a water park. He would like to hold weekly or biweekly music events for up to 15,000 people at a time on the approximate 170 acres. He is thinking he could use portapotties for,these crowds until he can hook into city water and sewer services in that area. Roadway access could be a problem. It is 1.4 miles off Ireland, .8 miles on Jasper;and 3 miles from IWV to this location. The idea is to hold outdoor events until funds are available to construct entertainment buildings. Berner saw some problem with providing city services on roads, and perhaps police protection until the city could see some revenue collections here. Members thanked McCormick and expressed interest in hearing of his ongoing planning. Doug Frederick of Hart Frederick Consultants was present to Brandon Neiman in request before the city. Doug submitted Request for Timber Ridge View Subdivision and Request for Zoning Change from A-1 to P-1 (Public), R-1, (Single Family) and R2.5 (Four-plex family) of approximately 29 acres. Outlot A and Outlot B dedicated to city for green space'public use. Lots 1-47 Single Family. Lot 48 R2.5. Members reviewed proposed plan. Requested the addition of three access sidewalks to Outlot A Public Park Space and inclusion of 6 foot sidewalks on one side of each roadway for the purpose of continuing city wide efforts to provide sidewalk/trail system within the city. Location of possible detention pond remains undetermined at this time, this location may change. Frederick reported that work will probably begin on lower tier of lots first as some lots at higher elevation will have marginal water pressure. Petersen asked if the public would be given an opportunity to provide input. A public hearing will be held as is customary on any subdivision and rezoning request. University of Iowa student provided presentation for recreation and park planning as part of a coursework. Three models were part of the presentation. Petersen said he has been conferring with Henry Herwig, councilmember in Coralville for the donation of discard ball park lights, and the lights for four diamonds have been donated to Tiffin. The donation includes 22 poles with three lights each. Mayor Potter • asked Petersen if he could get the pole holes and discarded bleachers also. Peterseh will find out from Steve Rohret what kind of electrical requirements will be needed for-this. Berner said that he thought a pizza place and a dental office would be opening in the new Lark Plaza. Motion Surine, second Reeve to adjourn. Motion carried. Margaret B. Reihman, Clerk
