Declaring the necessity for the acquisition of easements and temporary easements in certain real property
within The Metropolitan St. Louis Sewer District for the purpose of construction of sewers and related
appurtenances in the project known as Geyer Sanitary Relief and Windsor Springs P-521 Storage (Big
Bend Blvd to Windsor Springs Dr) (12175) in the Cities of Kirkwood and Sunset Hills, Missouri to serve
the needs of residents of the area, and authorizing staff to proceed with further condemnation efforts

43 Adoption of Proposed Ordinance No. 15548 - Charter Change Ballot Initiative
With an emergency clause, calling an election for April 6, 2021, in the Metropolitan St. Louis Sewer
District, for the purpose of submitting to the qualified voters of said District propositions to amend the Plan
(Charter) of the District and authorizing the election authorities of the City of St. Louis and St. Louis County
to conduct said election; prescribing the form of propositions to be used and providing that notice of said
election be given and said election be held in accordance with all applicable Missouri law.

sewers and appurtenances south of Manchester. The estimated cost of the sewer improvements is $900,000. This

This ordinance authorizes the District to enter into an agreement with Foss STL Swim School, LLC under Contract #21985.
Foss STL Swim School is developing the properties at 8071/8075 Manchester Road. As part of this agreement, Foss STL
Swim School will agree to construct approximately 324 feet of 72-inch diameter sanitary sewer (including 128 feet of pipe-

The work done under the emergency Contract #21988 will include securing and supporting the electrical and communication
services and exploratory investigation of pipe failure to determine the required repair. The pipe failure is believed to be
directly below the electrical structure and approximately fifteen feet deep. When the electrical is secured, the exploratory
excavation will begin to determine the extent of the pipe failure and develop a plan for the pipe repair. Based upon
recommendation from staff, the Executive Director declared this project an emergency on October 26, 2020. The contractor,
KCI Construction Company, Inc. was selected per MSD Emergency Declaration Policy. The repair has started and is
expected to be complete before January 25, 2021.

This Resolution authorizes the District to enter option year four of the contract with enfoTech for hosting and maintenance
services on its Pretreatment Information Management System (iPACS). The iPACS system is the computer business
application that is used to track and regulate MSD’s industrial customers for compliance with Federal and State regulations.
The iPACS system is vendor hosted with interface capability to other existing District systems (i.e. Laboratory Information
Management System (eLab), eCIS+ Billing, Maximo, and GIS. Implementation has been completed, this contract option
extension is for hosting and maintenance only. No further resolutions will be brought forward on this contract due to it now
being a contractual service.
This contract extension allows enfoTech to host and maintain the web based PIMS with all the required business
functionality, interfaces and licenses required for the District’s continued compliance with Federal and State pretreatment
regulations. Option year three will expire November 30, 2020.
