A RESOLUTION: AUTHORIZING THE CONVEYANCE OF AN EASEMENT TO NOVEC
SOLUTIONS INC. ON TOWN PROPERTY FOR THE LEESBURG
EXECUTIVE AIRPORT FOR TELECOMMUNICATIONS FACILITIES
FOR THE REMOTE TOWER CENTER
WHEREAS, NOVEC Solutions, Inc. seeks to provide and maintain a fiber optic
telecommunication system, and has requested an easement for the installation of the underground
telecommunication facilities on Town property to serve the Leesburg Executive Airport; and
WHEREAS,the purpose of the telecommunications facilities is for the operation of a fiber
optic link between the Remote Tower Center to be located in the office space at 748-750 Miller
Drive, Suite G, and the Remote Tower facilities located at the Leesburg Executive Airport; and
WHEREAS, an easement agreement is necessary to allow NOVEC Solutions, Inc. to
install, operate, and maintain the telecommunications lines across Town property; and
WHEREAS, Town Council by Resolution adopted on October 15, 2019, Resolution
2019-156, authorized the Mayor to execute a NOVEC Solutions Inc. easement for the
underground telecommunications line on Town-owned property. The easement agreement
having been signed by the Mayor and recorded in the Loudoun County land records; and
WHEREAS,NOVEC Solutions Inc., during the construction of the underground
telecommunication line could not locate the telecommunication line within the area of existing
easement granted near the airport terminal building; and
WHEREAS,NOVEC Solutions Inc. has requested an easement for the area where the
telecommunication line is to be located tying into the airport terminal building; and

FOR THE REMOTE TOWER CENTER
WHEREAS, Town staff recommends that the additional easement be granted to NOVEC
Solutions, Inc. for the same; and
WHEREAS,the easement, if granted to NOVEC Solutions, Inc. by the Town, will not be
a detriment to Town-owned property, and will provide fiber optic service to the Leesburg
Executive Airport for the remote tower operations.
THEREFORE, RESOLVED, by the Council of the Town of Leesburg in Virginia that the
Mayor is authorized to execute the NOVEC Solutions, Inc. easement on a form approved by the
Town Attorney for easements on Town property.
