A RESOLUTION: AWARDING CONTINUING SERVICES CONTRACTS FOR ON-CALL
COMPREHENSIVE ENGINEERING SERVICES
WHEREAS, in response to a public solicitation for continuing services for Comprehensive
Engineering, Architectural, Surveying, and Related Services for the Department of Utilities capital
projects, eight(8)proposals were received on November 14, 2019 from the following firms:
• Dewberry Engineers, Inc.
• Hazen and Sawyer, P.C.
• Retaw Engineering, LLC
• Rummel, Klepper, and Kahl, LLP
• Stantec Consulting Services, Inc.
• Wallace, Montgomery and Associates, LLP
• Waste Water Management(A division of Century Engineering, LLP)
• Whitman, Requart, &Associates, LLP
WHEREAS, the proposals were evaluated by an evaluation committee in accordance with
the Town's Procurement Policy and the requirements of the Request for Proposal; and
WHEREAS,the selection committee selected Dewberry Engineers,Inc.;Hazen and Sawyer,
P.C.; Stantec Consulting Services, Inc.; and Whitman,Requart, and Associates, LLP; and
WHEREAS, the continuing services contracts for Comprehensive Engineering,
Architectural, Surveying, and Related Services will be for an initial period of one (1) year and
renewable for up to four(4)additional consecutive one-year periods; and
WHEREAS, continuing services for Comprehensive Engineering, Architectural, Surveying,
and Related Services are to be provided on a project-by-project basis and each task order will be less
than$150,000; and
WHEREAS,the total aggregate amount of the task orders shall not exceed$750,000 per year
per contract; and

WHEREAS,the Director of Utilities and Chief Procurement Officer recommend award of
continuing services contracts for Comprehensive Engineering, Architectural, Surveying, and
Related Services to Dewberry Engineers, Inc.; Hazen and Sawyer, P.C.; Stantec Consulting
Services, Inc.; and Whitman, Requart, &Associates, LLP
THEREFORE, RESOLVED, by the Council of the Town of Leesburg in Virginia that the
Town Manager is authorized to execute contracts, in a form approved by the Town Attorney,
continuing services contracts for on-call comprehensive engineering services for water and
wastewater treatment, water distribution, water collection, and related professional engineering
services with Dewberry Engineers, Inc.; Hazen and Sawyer, P.C.; Stantec Consulting Services,
Inc.; and Whitman, Requart&Associates, LLP.
