A RESOLUTION: AMENDING COUNCIL RULES OF PROCEDURE
WHEREAS, Town Council has expressed interest in amending the time limits on
discussion and debate during its meetings, as currently set out in the Council Rules of Procedure
to allow Council members additional time with respect to agenda items, if so requested by a
Council member prior to taking up the agenda item, and approved by a majority of the members;
and
WHEREAS, Sec. 2-23(a) of the Leesburg Town Code authorizes the Town Council to
adopt by resolution such rules of procedure as it may deem proper for the regulation of its meetings,
including time limits of speakers and Mayor and Town Council Member comments.
THEREFORE, RESOLVED,that the Council of the Town of Leesburg in Virginia hereby
approves amendments to the Council Rules of Procedure as follows: Section 10.1. (Special Rules
of Order) is hereby amended to permit, with respect to particular work session agenda items or
business meeting action items, a discretionary increase in each Council member's time for
discussion and debate, upon motion of a Council member and approval by a majority of the
Council members.
