A RESOLUTION: ADOPTING THE EASTERN GATEWAY DISTRICT SMALL AREA
PLAN
WHEREAS, the Town Plan adopted in 2012 is the comprehensive plan for the Town of
Leesburg which includes a recommendation for the development of a small area plan for the
portion of the East Market Street corridor that exists outside of the Route 7/15 Bypass; and
WHEREAS, through a motion on September 24, 2013, the Town Council initiated work
on a Small Area Plan for this portion of the East Market corridor; and
WHEREAS, the Leesburg Planning Commission completed a thorough review of the
Eastern Gateway District Small Area Plan with assistance from staff through a series of work
sessions; and
WHEREAS, the Small Area Plan was developed through public and stakeholder input
including surveys,public workshops, and individual meetings; and
WHEREAS, the Planning Commission held a public hearing on the proposed Small Area
Plan and associated amendments on May 3, 2018; and
WHEREAS, on June 18, 2018 the Planning Commission certified the document and
forwarded it to the Town Council; and
WHEREAS, Town Council held a public hearing on the document on July 10, 2018
followed by five work sessions; and
WHEREAS, the Town Council endorsed the draft on August 12, 2019 and remanded the
document to the Planning Commission for changes to the phasing policies and recertification; and
WHEREAS,the Planning Commission held a second public hearing on the document on
September 5, 2019; and
WHEREAS, the Planning Commission held three work sessions on October 3, 2019,
November 7, 2019, and January 2, 2020; and
WHEREAS, the Planning Commission has determined that the Small Area Plan and

associated revisions to the Town Plan provides guidance for development of the Town in a
manner that promotes health, safety, convenience, prosperity and general welfare for Leesburg;
and
WHEREAS the Planning Commission recommended approval of the Eastern Gateway
District Small Area Plan draft dated February 6, 2020 and certified said draft; and
WHERAS the Town Council held a duly advertised public hearing on the document on
March 10, 2020; and
WHEREAS, staff recommends approval; and
WHEREAS, Town Council has determined that approval of the amendment proposed by
TLTA 2018-0002 provides guidance for development of the Town in a manner that promotes
health, safety, convenience,prosperity and general welfare for Leesburg.
THEREFORE, RESOLVED, by the Council of the Town of Leesburg in Virginia that
TLTA-2018-0002 amending the Town Plan by adding Chapter 12, Eastern Gateway District
Small Area, in accordance with the text provided in the document dated February 5, 2020 and the
associated Town Plan text revisions is hereby approved:
PASSED this 10th day of March, 2020.
