AN ORDINANCE: AUTHORIZING THE MAYOR TO EXECUTE A STANDARD SPACE
LEASE AGREEMENT GRANTING THE EXCLUSIVE RIGHT AND
PRIVILEGE TO LEASE A 1,026 SQUARE-FOOT OFFICE SPACE
OWNED BY THE TOWN OF LEESBURG AND LOCATED AT 1001
SYCOLIN ROAD, SE, SUITE 1B IN THE STANLEY CAULKINS
TERMINAL BUILDING AT THE LEESBURG EXECUTIVE AIRPORT,
LEESBURG, VIRGINIA AND PRESCRIBING THE TERMS AND
CONDITIONS AND RESTRICTIONS PERTAINING TO SUCH GRANT
WHEREAS,the Town of Leesburg("Town") owns and maintains the Leesburg Executive
Airport, located at 1001 Sycolin Road SE, Leesburg, Virginia; and
WHEREAS, office Suite #1B is available for lease in the Stanley Caulkins Terminal
Building at the Leesburg Executive Airport; and
WHEREAS, a formal Invitation for Bid 100710-FY20-32 was advertised to lease Office
Suite #1B for a term of two (2) years with an option for three (3) additional one (1) year renewal
terms; and
WHEREAS, two (2) flight schools submitted bids for Office Suite#1B, as follows:
o Aero Elite Inc. $46,170.00 per year
o Aviation Adventures, LLC $37,100.16 per year; and
WHEREAS, Aero Elite, Inc. submitted a proper bid and was the highest qualified bidder;
and
WHEREAS, Aero Elite Inc. submitted its bid for an amount of$45.00 per square foot or
$46,170.00 per year; and
WHEREAS,the Chief Procurement Officer and the Airport Director reviewed the bids and
recommended to the Airport Commission the bid submitted by Aero Elite Inc.; and
WHEREAS, the Leesburg Airport Commission reviewed the bids and recommended that
the Town award the lease to Aero Elite, Inc. at its regular meeting on February 12, 2020.
THEREFORE, ORDAINED, by the Council of the Town of Leesburg in Virginia as
follows:

LEESBURG, VIRGINIA AND PRESCRIBING THE TERMS AND
CONDITIONS AND RESTRICTIONS PERTAINING TO SUCH GRANT
SECTION I. The lease of the real property described below, for the term set forth in the
Invitation for Bid 100710-FY20-32, is hereby awarded to Aero Elite, Inc.: Office Suite
#1B consisting of 1,026 square feet located in the Stanley Caulkins Terminal Building at
the Leesburg Executive Airport, 1001 Sycolin Road SE, STE 1B, Leesburg, Virginia
20175.
SECTION II. That the Mayor is hereby authorized, on behalf of the Town of Leesburg,
to do all things necessary and desirable to carry out the lease of the real property described
in Section I, including but not limited to, the execution and delivery of a lease in a form
approved by the Town Attorney.
SECTION III. Severability. If a court of competent jurisdiction declares any provision
of this ordinance invalid, the decision shall not affect the validity of the ordinance as a
whole or any remaining provisions of the Leesburg Town Code.
SECTION IV. This ordinance shall become effective on the date of its adoption.
