Information on Subdivision Request for Pliase I of Wood Field Ridge Subdivision Including R-2 and R-4 Zoning Recommendation from P &Z to the Council Adjournment • r • _ Special Meeting - March 23, 2006 Of the Tiffin Planning and Zoning Commission A special meeting of the Tiffin Planning and Zoning Commission was brought to order by Chair Steve Berner at 7:000 p.m. at the Tiffin Fire Station. Members present: Steve Berner,Terry Richardson, Shawna Colvin and Melvin Reeve, Surine. Absent: None. A development fee ordinance was considered by Planning and Zoning and agreed that the city should begin some kind of fee to provide for future improvement project. No action by Planning and Zoning as no document was available for review. Commission spent time in review of infrastructure needs for the Woodfield Ridge Subdivision area. Possible improvement costs for Roberts Ferry could range near $500,000.00. Attorney Dean Spina was present and indicated that most communities participate at a rate of 25 % on required road improvements when developments are entering the city. Last year North Liberty had agreed to 33%responsibility for new roadway work. Members felt that a 33%responsibility for the city, 33% for east side subdivision and 33%responsibility for west side subdivision seemed a fair division of cost for the improvements to Roberts Ferry Road in this growth area. Concern about pond banks, and that they be mowable when work is finished. That banks be graded for trailing including wood chips trail at 10 foot width. Members requested 6 foot sidewalk access between Lots 25 and Lot 26.with. Request 8 foot sidewalk on Roberts Ferry with 6 foot sidewalk connector to the cul de sac shown. Sewer line to the end of subdivision. Mike Roberts agreed that a$10,000 park equipment donation to be • used within the subdivision upon 80% completion of Phase I. Motion Reeve, second Colvin to recommend acceptance of the preliminary plat with notations as advised by city engineer and as notated herein and including review by city attorney: Ayes: Richardson, Colvin, Berner, Surine and Reeve.
