AN ORDINANCE: AMENDING THE LEESBURG ZONING ORDINANCE TO CHANGE THE TIME LIMIT FOR
RE-ESTABLISHMENT OF NON-CONFORMING USES
WHEREAS, on July 27, 1983, a proposed amendment to the Leesburg Zoning
Ordinance regarding the time limit for re-establishment of non-conforming uses
was initiated by this Council and referred to the planning commission; and
~REREAS, the Planning Commission on September 1, 1983 conducted a public
hearing and heard all persons desiring to express their views on the proposed
amendment; and
Wq{EREAS, on October 6, 1983 the Planning Commission recommended to Council
approw~l of the proposed amendment; and
WHEREAS, this Council conducted a public hearing on November 9, 1983 and
heard all persons desiring to express their views on the proposed amendment~ and
WHEREAS, the Planning Commission and this Council find that the following
amendment is required by the public necessity, convenience, general welfare
and good zoning practice because:
Non-conforming uses often conflict with adjacent conforming uses~
The existing amortization period contributes to neighborhood decline; and
The proposed change increases the town's ability to control non-
conforming use.
THEREFORE, ORDAINED by the Council of the Town of Leesburg in Virginia as
follows:
SECTION I. Section 2-6-1 of

a. Changed to another non-conforming use
b. Re-established after discontinuance for more than

AN ORDINANCE REGARDING NON-CONFORMING USES
SECTION II. This ordinance shall be in effect upon its passage.
