Please allow three business days to process the request. 1 Public Safety Committee Meeting Call to Order The February 24, 2015, Public Safety Committee meeting convened at 7:35 a.m. by Councilman Mihalevich. Attendance Present: Committee Members: Councilman Rick Mihalevich, Councilman Ken Hussey, Councilman Jim Branch, and Councilman Ron Medin. Guests: City Administrator Steve Crowell, Police Chief Roger Schroeder, Fire Division Chief Jason Turner (for Fire Chief Schofield), Planning and Protective Services Director Janice McMillan, Public Works Operations Director Britt Smith, and Police Captain Eric Wilde. Approval of Minutes Councilman Branch made a motion to approve the minutes of the December 30, 2014, committee meeting. Councilman Hussey seconded the motion. Minutes were approved. Discussion of Agenda Items OLD BUSINESS HVAC System Public Works Operations Director Smith stated a contract to hire a consultant from MEECO was approved. The consultant has the base drawing completed. Once a field check of the drawings is completed, the consultant will begin the design for the HVAC system. The consultant has recommended a system similar to the one installed by the Jefferson City Public Schools, which provides quality control. The entire duct work in the police department building will be replaced. Captain Wilde advised the police department currently has a two-floor system. The dual compressor for the upstairs of the building was recently repaired at a cost of approximately $8,000. The compressor for the downstairs was also repaired at a cost of approximately $5,000. Maintenance of the current system is very expensive. City Administrator Crowell advised the committee he will wait until the bids to replace the system are received before making a recommendation for funding. NEW BUSINESS After Hours Club Regulation Planning and Protective Services Director McMillan is proposing an amendment to Chapter 17 which governs businesses that operate between the hours of 1:30 a.m. and 4:30 a.m. The amendment would modify such businesses to A2 assembly use. This amendment has been 2 supported by the Public Works and Planning Committee. Councilman Medin made a motion to pass the amendment to Chapter 17 onto the City Council with a recommendation for approval. Councilman Branch seconded the motion. Motion was approved. 911 Phone Upgrade Police Captain Wilde stated the Request for Proposal had been distributed, and he is in the process of pre-conference meetings with vendors. During the meeting, the vendor is given a tour of the facility and will have any questions pertaining to the RFP answered. A committee will be established to review vendor bids. Emergency Medical Services Agreement Fire Division Chief Turner advised an emergency services community program, in conjunction with Capital Region Medical Center, was established on July 15, 1997. He provided a brief history of the funding for these services. The City of Jefferson and Cole County have entered into an agreement in which Cole County will pay the City $25,000 in 2015 to assist in offsetting emergency medical services provided by the fire department. This is a one-year agreement. City Administrator Crowell noted that $25,000 does not cover all of the City’s expenses. Division Chief Turner advised he is analyzing the actual costs of the services, but did not have that number at this time. Division Chief Turner advised the fire department, as of November 2014, is no longer responding to non-emergency calls at the Jefferson City Correctional Cent er. This has cut their number of responses to the prison in half. Council Mihalevich stated the emergency medical services provided by the fire department are a great benefit to the citizens. OTHER BUSINESS Fire Department Update Division Chief Turner advised a justification for a training officer is being written. Chief Schofield is in the process of applying for a SAFER grant which would assist with funding for two positions. A replacement plan for fire apparatus is being developed, beginning with specifications. Some of the apparatus is in its tenth year. The fire department will look to future sales tax for improvements and/or replacement of fire stations 2 and 4, which were included in the original Fire Improvement Plan. A purchase order for the replacement of three thermal imaging cameras has been is sued. A priority list for the replacement of equipment is being established. Division Chief Turner advised that Chief Schofield is attending the National Fire Academy in Emmitsburg, Maryland. 3 City Administrator Crowell stated there will be one public safety budget plan for equipment and one for buildings and facilities. Both will be multi-year plans. Division Chief Turner issued a reminder that the open burning season closes on March 1st. The fire department has entered into a cost-share agreement with Ameren to replace lighting in all fire stations, with the exception of new Station 3. The new lighting will provide a cost savings to the City. Police Department Update Chief Schroeder advised the replacement of the HVAC system and the 911 equipment upgrade are the police department’s two most important and costly projects. Lt. Heislen, on behalf of Chief Schroeder, presented a resolution to the City Council on February 17th requesting authority to apply for a grant that will provide for two robots which will be utilized by the SWAT Team. The grant is through the Regional Homeland Security Oversight Committee (RHSOC) and serves the same 13-county region as the Highway Patrol’s Troop F. Since the weekend of February 6, 2015, the police department has been participating in directed enforcement in the Lafayette Street interchange area. The overtime detail is paid for by a MoDOT grant to assist with motorist safety around the construction area. The directed enforcement is expected to be in place through December 2015 or until funds have been expended. The police department is researching in-car video camera systems. Chief Schroeder estimates the cost to be $175,000 to replace the current cameras, which have been rendered inoperable due to age. Captain Wilde advised the department will not purchase a stand-alone system, but one that ties all systems utilized by the police department together. Chief Schroeder advised new police employees hired within the past four months will be presented to the City Council on March 2nd. He will introduce seven police officers and three communications operators. Due to factors such as a retirement and employees moving out of state, the department currently has five vacancies: three police officers, one veterinarian, and one communications operator. Chief Schroeder advised the department is in various stages of hiring, and anticipates being at full staff by the end of April. Chief Schroeder stated the issue of body cameras was brought to the forefront by the shooting in Ferguson, Missouri on August 9th. He advised there are multiple considerations for implementation, 12 of which are addressed by PERF (Police Executive Research Forum) in a handout provided to the committee. PERF is the leading authority pertaining to law enforcement technology and research. Chief Schroeder is waiting on a model policy from the Missouri Police Chiefs Association and legislative mandates before considering body cameras. He stated he would know by this summer where the department was headed with this issue. Implementation of body cameras will be expensive, with the majority of cost associated with the storage of the data. Chief Schroeder estimates body cameras and storage of data to cost in the $250,000- $300,000 range, but that remains a rough estimate. 4 Councilman Hussey questioned if the tightening of the provisions of the Max Creek Law to 20 percent would affect City revenues. City Administrator Crowell advised it would not, as the City obtains less than 3 percent of revenues from traffic fines. Councilman Mihalevich thanked Chief Schroeder and Captain Wilde for considering the long - term cost of technology. He appreciates the information on the body-camera considerations. Updates from the fire and police department will be on the meeting each mo nth. Committee members should forward their requests for discussion items to Councilman Mihalevich. Sgt. Payne is participating in “Cops on Top” today for Special Olympics. He is standing on the Doubletree Hotel. Councilman Mihalevich stated he appreciated what law enforcement does for Special Olympics. Chief Schroeder advised that Sgt. Randy Werner, who retired on February 3rd, was very passionate about the Special Olympics, and the department is fortunate to have others who will step up in that area. BILL SUMMARY BILL NO: SPONSOR: Councilman Mihalevich SUBJECT: Authorizing Supplemental Appropriation from Police Drug Forfeiture Accounts for the Previously pproved In -Car Video Cameras. DATE INTRODUCED: April 6t", 2015 Summary: Authorizes a supplemental appropriation to the 2014-2015 Police Department general operating budget and authorize expenditure of Sales Tax F and Drug Forfeiture funds to purchase In -Car Video Cameras. Background Information: The Jefferson City Police Department wishes to purchase 27 Panasonic Arbitrator HD In -Car Video Cameras utilizing both Sales Tax F and Drug Forfeiture Funds. Due to a lack of sufficient funding in the Sales Tax F "Police Field Operating Equipment" account to complete the purchase of In -Car Video Cameras, the Police Department requests to utilize Drug Forfeiture Funds from the Justice and Treasury Reserve Accounts. These accounts generate funds following the Law Enforcement seizure of money and property considered to be the proceeds of illicit drug activity. Following the established federal judicial process, the court may order the proceeds forfeited and place the money/equipment into the ownership of the law enforcement agency or agencies which initiated the forfeiture proceedings. These funds must be expended for strictly defined law enforcement purposes. Fiscal Information: Authorize the expenditure of $85,000 from the Justice and Treasury Drug Forfeiture Accounts. SPONSORED BY COUNCILMAN ORDINANCE NO AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AUTHORIZING A SUPPLEMENTAL APPROPRIATION TO THE JEFFERSON CITY POLICE DEPARTMENT AMENDING THE 2014-2015 ANNUAL BUDGET AND AUTHORIZING THE EXPENDITURE OF SUCH FUNDS. BE IT ENACTED BY THE COUNCIL OF THE CITY OF JEFFERSON, MISSOURI, AS FOLLOWS: Section 1. There is hereby granted a supplemental appropriation within the Jefferson City Police Department Budget in the amount $85,000.00 as outlined in Exhibit A attached hereto. Section 2. The City Administrator is authorized to utilize this money for the purchase of In -Car Video Cameras using both Sales Tax F and Drug Forfeiture Funds. Section 3. This Ordinance shall be in full force and effect from and after the date of its passage and approval.
