HomeMy Public PortalAboutMinutes-05/03/2006 Planning and Zoning Commission May 3, 2006 A regular meeting of the Tiffin Planning and Zoning Comission was brought to order by Chair Steve Berner, Wednesday, May 3, 2006, 6:30 p.m. at the Tiffin Fire Station. Members present: Steve Berner, Terry Richardson , Stephanie Surine, Shawna Colvin, and Melvin Reeve. Also present: Mayor Glenn Potter, John Wright, Ruth Demuth and. Jim Bartels councilmembers, Phil Greazel and Royce Phillips. Motion Reeve, second Surine to approve printed minutes. Ayes: Richardson,Berner, Reeve, Surine and Colvin. Motion carried. The Planning and Zoning have received a site plan for Lot 5 located on the corner of Main Street and Highway 6 from Hart Frederick. The Planning and Zoning has received no additional information on the request and no was present to provide input. Motion Reeve, second Surine to table the request because there is no additional information and to request that Hart Frederick be notified that information is needed. Ayes: Berner, Surine, Richardson, Colvin and Reeve. Motion carried. The members received and reviewed proposed locations for the Oakdale Boulevard and Forevergreen extending east and west across the north end of the City in the future. Members agreed that Forevergreen should line up with Coralville plans for the same road, and the plan be part of the Tiffin growth and planning map. Members reviewed the Iowa City ordinance providing for parks, this information obtained and brought forward by Colvin. She has contacted Solon, West Liberty and Williamsburg. City ordinances there require that 10 to 15 % of the total space to be developed in reserved to some kind of green purpose, including trees, grass or shrubs. The 10-15% is not required to be dedicated to the city,but it must remain green in some fashion so that rain can be absorbed into`the ground, as opposed to a complete concrete area where rain water is forced to run off onto other property. Colvin asked if a trail plan had been created for the city. Trails have been planned across city property and requirements are in place for 6 foot sidewalks on one side of every street in any new development area, but no trail plan has been created. This is a project that the PZ may want to work on in the future. Tiffin Planning and Zoning May 3, 2006 Coralville includes P-1 spaces where they should be prior to any subdivision effort, and developers know that the P1 is reserved for park space. Maybe PZ should be creating a park plan,that must be considered by any new developer. Green space reservation, city trail planning and city park planning will be studied by PZ. Members agreed that duplexes on corner lots within single-family would probably be acceptable. Members preferred this turning of home fronts to a line of R-2 all facing the same direction with no variation. Members agreed that an exception for duplex in an R1C would be ok on corner lots, if the lot size fulfilled the requirements for R1C for two homes and that not every corner be used in this manner. Perhaps a percentage of the -. corners zoned R1C within the entire subdivision. For example, if 10 corners could be used this way, only 8 corners could be given this exception. The members felt the council should consider and study this option, and members will continue study. Question about citizen no_tification list for ICP subdivision.
