A RESOLUTION: CONSENTING TO THE "DECLARATION OF LOCAL EMERGENCY"
TO BE ISSUED BY THE DIRECTOR OF EMERGENCY
MANAGEMENT IN RESPONSE TO THE COVID-19 EMERGENCY
WHEREAS, the Governor of the Commonwealth of Virginia has declared a statewide
state of emergency for the Commonwealth on Thursday, March 12, 2020, due to the outbreak of a
communicable disease referred to as Coronavirus (COVID-19); and
WHEREAS, the County of Loudoun has made a Declaration of Local Emergency effective
March 16, 2020, based on the public health threat posed by the Coronavirus; and
WHEREAS, pursuant to Town Code sec. 12-1, the Town Manager has been designated as
the Director of Emergency Management and is empowered to declare a local emergency with the
consent of the Town Council, in accordance with Virginia Code §§ 44-146.21 and 44-146.19(B);
and
WHEREAS, the Director of Emergency Management of the Town of Leesburg finds that
the growing incidence of Coronavirus (COVID-19) has created a public health threat necessitating
a coordinated Town -wide response and a declaration of local emergency for the Town of
Leesburg; and
WHEREAS, at the request of the Mayor, the Council has convened by Special Meeting in
accordance with Va. Code §§ 15.2-1417, 15.2-1418 and 2.2-3708.2(A)(3), for the purpose of
addressing this issue.
THEREFORE RESOLVED, by the Council of the Town of Leesburg in Virginia that the
Town Council CONSENTS to the "Declaration of Emergency" to be executed effected this date
by the Town Manager, in his capacity as Director of Emergency Management for the Town, which
shall remain in effect until May 2, 2020, unless extended or terminated by this Council, by the
Director of Emergency Management, or by operation of law.
