AN ORDINANCE TO APPROPRIATE FROM THE FEDERAL REVENUE SHARING TRUST FUND.
WHEREAS, The State and Local Fiscal Assistance Act of 1972, Title 1 of
Public Law 95-512 was approved October 20, 1972.
WHEREAS, Section 51.40 of Part 51, Chapter I, Subtitle B, Title B, Title 31 of
the Code of Federal Regulations provides as follows:
A recipient Government which receives entitlement funds under the Act shall:
(c) Provide for the expenditure of entitlement funds in
accordance with the laws and procedures applicable
to the expenditure of its own revenues;
WHEREAS, persuant to the said State and Local Fiscal Assistance Act, the
proper legal officers of the City of Richmond, Indiana, have established
a trust fund known as the Federal Revenue Sharing Trust Fund,
WHEREAS, it has been determined that it is now necessary to appropriate more
money than was appropriated in the annual budget;
NOW THEREFORE BE IT ORDAINED BY THE COMMON COUNCIL OF THE CITY OF RICHMOND,
WAYNE COUNTY, INDIANA:
SECTION 1. That for the expenses of said municipal corporation, the
following additional sums of money are hereby appropriated and ordered set
apart out of the Federal Revenue Sharing Trust Fund for certain ordinary
and necessary maintenance and operating and certain ordinary and necessary
capital expenditures, said sum being subject to all laws governing the same.

These funds are to be appropriated for the following project:
STREET, CURB AND SIDEWALKS
SECTION 2. This Ordinance shall be in full force and effect from and
after its passage and approval by the Mayor and is subject to the laws
of the State of Indiana governing emergency appropriations.
PASSED AND ADOPTED by the Common Council of the City of Richmond, Indiana,

EXCERPTS OF THE MEETING OF THE COMMON
COUNCIL OR THE CITY OF RICHMOND, INDIANA
The Common Council of the City of Richmond, Indiana, met in regular session in the
Council Chambers in the Municipal Building of said. City September 6, 1977 ,
at the hour of 7.30 P.M.
Councilman Carter presided with the following members present:
Messrs. Ahaus Aus.terman Cornett ,
Elstro ,_Merchanthouse Paust ,
Williams,
Absent: Mills ,
The following business was had to -wit:

The Clerk presented proof of publication of Notice to Taxpayers printed in the
Richmond Palladium Item, a newspaper of general circulation in the City of
Richmond, Indiana, on the dates of August 29 and September 5
Said notices stated that a public hearing would be held on the 6th day of
September, 1977 by the Common Council to consider additional appropria-
tions as provided for.in Ordinance No. 3258-1977 , within the City of
Richmond, Indiana. The proof of publication and posting of notices were examined
and found to be correct. -and in order. Councilman. Paust. moved the
p roof.of publication -and posting of notices be received and ordered filed,
seconded by Councilman_ Ahaus and on voice vote the motion was
carried.
The Clerk read on second reading Ordinance No. 3258-1977
Councilman Elstro moved for engrossment of Ordinance No. 3258-1977,
seconded by Councilman Williams and on unanimous voice vote the motion was carried.
Councilman Elstro moved to s.uspend.the rules and place Ordinance No.
3258-1977 on third reading by title only, seconded by Councilman Ahaus.
After hearing all persons present, Ordinance No. 3258-1977 was placed on
final passage or rejection and on a call of the roll the following was recorded:
Ayes: Ahaus Austerman Carter I.. Cornett ,
Elstro Merchanthouse Paust Williams
Noes: None > >
Absent: Mills

The vote being 8 >to 0 in. favor of passage of Ordinance No3258-1977

There being no further business on motion duly made, seconded and passed, the
meet ng was adjourned.
