HomeMy Public PortalAbout09-23-2019 COW Minutes a U'l g iol,1a ,v Minutes of the Committee of the Whole Workshop of the President and the Board of Trustees Held on September 23, 2019 In the Boardroom Mayor Collins called the meeting to order at 7:00p.m. Board Present: Mayor Collins, Trustee Newton; Trustee Wojowski, Trustee Benton, Trustee Bonuchi, Trustee Calkins, and Trustee Larson. Others present: Traci Pleckham, Management Services Director; Jim Harvey, Attorney; Michelle Gibas, Village Clerk; Allen Persons, Public Works Director; Jon Proulx, Planning Director; Lonnie Spires, Building Inspector; Joan Meyers, Attorney; and John Konopek, Chief of Police. There were approximately 15 persons in the audience. Trustee Bonuchi moved to approve the Minutes of the Special Meeting and Committee of the Whole Workshop held on September 9, 2019. Second by Trustee Larson. Voice Vote. All in favor, 0 opposed. Motion carried. Motion carried. PRESIDENTIAL COMMENTS Mayor Collins administered the Oath of Office to Officer Charles Passi. TRUSTEE COMMENTS Trustee Bonuchi commented about the Homecoming Parade and encouraged everyone to plan accordingly. Trustee Larson commented about the Harvest 5K Run. PUBLIC COMMENTS No Comments. WORKSHOP 1) RECREATIONAL MARIJUANA LEGISLATION Village Staff gave an overview of the new recreational marijuana legislation that will go into effect on January 1, 2020. Staff reviewed licensing, resident possession, non-resident possession cultivation, sale, enforcement, zoning, tax provisions, employer provisions, amendment to Criminal Identification Act, and penalties. Staff pointed out that municipalities wishing to opt-out must do so before December 31, 2019. There was some general discussion. Trustee Larson expressed concern regarding the state law, insurance, and liability. Trustee Bonuchi stated that she does not support the legislation and supports opting out. Trustee Newton expressed concern regarding the legislation. Trustee Calking stated that he does not support the legislation. Trustee Wojowski stated that while he supports cannabis for medical use, he does not support recreational use. Trustee Wojowski also expressed concern regarding enforcement. Mayor Collins expressed concern regarding the legislation. After some further general discussion, it was the consensus of the Board to bring back an ordinance opting out. Mayor Collins read the reminders. On a motion from Trustee Bonuchi and second by Trustee Larson, the meeting adjourned at 7:.50 p.m. Michelle Gibas, Village Clerk
