HomeMy Public PortalAbout1984_07_11_O029The Town of Leesburg in Virginia PRESENTED July 11, 1984 ORDINANCE NO. 84-0-29 ADOPTED July 11~ 1984 AN ORDINANCE: AMENDING ARTICLE II OF CHAPTER 2 OF THE TOWN CODE REGARDING COUNCIL COMMITTEES WHEREAS, this Council desires to adopt certain fundamental procedures to insure the effective operation of Council committees; THEREFORE, ORDAINED by the Council of the Town of Leesburg in Virginia as follows: SECTION I. Section 2-,24 of the Town Code is amended to read as follows: Sec. 2-24. Standing committees The following standing committees of the council are created and their respective areas of jurisdiction are established as shown: (a) Utility and public works committee. (1) Water and sewer systems. (2) Streets (3) Sidewalks. (4) Storm drains. (5) Nonpolice vehicles and equipment. (6) Rights-of-way and easements. (7) Utility and storm drainage master planning. (b) Finance and administration committee. (1) (2) (3) (4) (5) (6) (7) (8) (9) (lO) (11) (12) (13) Appropriations. Utility rates. Business and professional licensing. Taxes. Personnel rules. Police matters. Airport matters. Cable television. Franchising. Planning, zoning and subdivision matters. Parking facilities. Public buildings. Oversight COM1 Council Committee Ordinance Page 2 Each committee shall consist of two members and a chairman. The members of each committee shall be appointed by the Council biannually. The committees shall select their own chairman. The Utility and Public Works Committee shall meet at 4:00 p.m. on t~ fi~ot a~d ~i,d Monday of the week preceding each regular Council meeting of ~ul, ,u,,th in the conference room of the Council Chambers building or other place as agreed. The Finance and Administration Committee shall meet at 6:30 p.m. on t:,~ fi,or ~.d tidied Tuesday of the week preceding each regular Council meeting ~-~-~ in the con- ference room of the Council Chambers building or other place as agreed. At committee meetings the members shall review upcoming meeting agenda items, hear staff reports and take other non-legislative action as it deems appropriate. SECTION II. Article III of Chapter 2 is amended by adding a new section to be known as Section 2-26 to read as follows: Sec. 2-26. Conduct of Committees Committee procedures shall generally be governed by Roberts Rules of Order~ Newly Revised by Sarah Corbin Robert~ Scott~ Foresman and Company, 1970~ except as follows: a. A ma~orit~ of the members of either committee shall constitute a quorum and the referral of legislation to the regular Council agenda with committee approval shall require the favorable vote of at least two members present. b. The rules of procedure of either committee not in conflict with this article ma~ be amended or suspended by action of the committee. Legislation placed on the Council's regular meeting agenda for con- sideration shall have first been discussed and considered at the appro- priate Council committee meeting~ however~ if no member present: objects, Council ma~ take up for consideration such an item as new business. The Clerk shall note on the agenda those Council agenda it:ems receiving a favorable report from the appropriate committee. Any Council- member may request the placement of a legislative item on the agenda for consideration that has been before the appropriate committee for con- sideration notwithstanding an unfavorable report b~ the committee. All members of the Council ma~ attend committee meetings and take part in the discussion but ma~ not vote to determine a favorable committee report unless the~ are a member of the applicable committee. COM2 Council Committee Ordinance Page 3 SECTION III. All prior ordinances and resolutions in conflict herewith are repealed. SECTION IV. This ordinance will be in effect upon its passage.
