WHEREAS, certain extraordinary emergencies have developed since the adoption of the existing annual budget so that it is now necessary to appropriate more money for the various functions of the City Government than was appropriated in the annual budget. NOW THEREFORE BE IT ORDAINED BY THE CAN COUNCIL OF THE CITY OF RICHMOND, INDIANA: SECTION 1. That for the expenses of the City Govermient and its institutions for the year ending December 31, 1977, the following amount of money is hereby appropriated and set apart out of the fund named and for the purpose specified, said sum being subject to the law governing the same. Such amount appropriated shall be held to include all expenditures to be made during the year unless expressly stipulated by law. SECTION 2. That for the said fiscal period there is hereby appropriated from Cimn3l.ative Capital Improvement Find (Cigarette Tax) the following specified anrtunt to meet the extraordinary emergency hereby declared to exist: AMOUNT AMOUNT REQUESTED APPROPRIATED caMLUTIVE CAPITAL DTROVQMENT FUND (CICAREITE TAX) $116,759.00 $116,759.00 These funds are to be appropriated for the following: To complete the one block extension of the downtown pedestrian mall, one block west on Main Street from Sixth to Fifth Street, including architectural and engineering fees. SECTION 3. This Ordinance shall be in full force and effect from and after its passage and approval by the Mayor and is subject to the laws of the State of xndiana governing emergency appropriations. The proof of publication and posting of notices were examined and found to he correct and in order. Councilman Mills moved the proof of publication and posting of notices be received and ordered filed, seconded by Councilman Faustand on voice vote the motion was carried. The Clerk read on second reading Ordinance No. 3265-1977 Councilman Cornett moved for engrossment of Ordinance No. 3265-1977, seconded by Councilman Austerman and on unanimous voice vote the motion was carried. Councill?man Cornett moved to suspend the rules and place Ordinance No. 3265-1977 on third reading by title only, seconded by Councilman'Paust. After hearing all persons present, Ordinance.
