AN ORDINANCE AUTHORIZING A "SPECIAL USE" IN AN R-3 ONE -TO -EIGHT FAMILY
RESIDENCE DISTRICT OF ORDINANCE NO. 2325-1968 COMMONLY KNOWN AS THE
ZONING ORDINANCE OF THE CITY OF RICHMOND, INDIANA, APPROVED JUNE 3,
1968.
BE IT ORDAINED by the Common Council of the City of Richmond, Indiana
as follows:
SECTION 1. As provided in Article 21, Section .01 and in Article 20,
Section .021 of Ordinance No. 2325-1968 commonly known as the Zoning
Ordinance of the City of Richmond, Indiana, the following described
real estate is allowed as a Special Use to wit: Planned Unit Develop-
ment for elderly located at 2030 Chester Boulevard in the City of
Richmond, Indiana, more particularly described as follows:
(1) Being a part of the South one-half of the Southeast
Quarter of Section 20, Township 14 North, Range 1
West, in Wayne Township, Wayne County, Indiana, more
particularly described as follows: Beginning at an
iron pipe on the north line of the South one-half of
the Southeast Quarter of Section 20, said pipe being
1628.05 feet north 89 degrees and le minutes west of
the northeast corner of the South one-half of said
Southeast Quarter, and running thence from said be-
ginning point, south 45 degrees and 50 minutes west,
23.27 feet to an iron pipe; thence south 0 degrees
and 50 minutes west 1312.38 feet to an iron pipe on
the south line of the Southeast Quarter of Section 20;
thence north 89 degrees and 18 minutes west, along
said south line, 520.22 feet to an iron pipe; thence
north 0 degrees and 50 minutes east, 1330.04 feet to
an iron pipe on the north line of the South one-half
of said Southeast Quarter; thence south 89 degrees
and 10 minutes east, along said north line, 536.67
feet to the place of beginning, containing an area
of 15.880 acres.
ALSO:
(2) A part of the south half of the Southeast Quarter of
Section 20, Township 14, Range 1 West, bounded as
follows, to -wit: -Beginning at a point in the east
line of said quarter section; thence west parallel
with the south line of said quarter section 100 rods;
thence south parallel with the east line of said quar-
ter section 51 rods, more or less, to the south line
of said quarter section; thence east along the south
line 100 rods to the southeast corner of said quarter
section; thence north 51 rods, more or less to the
place of beginning, excepting the following 6 acres,
to -wit: Beginning at the southeast corner of said
quarter; thence west 30 rods; thence north 32 rods;
thence east 30 rods; thence south 32 rods to the place
of beginning, leaving 25-7/8 acres, more or less, ex-
cepting also a part of the southeast quarter of Section
20, Township 14, Range 1 West, bounded as follows, to -
wit: Beginning at the southwest corner of a tract of
land belonging to Claude E. Berry 30 rods west from
the southeast corner of said quarter section; thence
west 6 rods to the west side of an open ditch; thence
northeastwardly along the west side of said open ditch
to a point 375 feet north of the place of beginning;
thence south to the place of beginning, containing
one-half acre.
SECTION 2. As a condition of the afokesaid Special Use and as an
additional restriction on said use, the following requirements shall
hereafter and at all times be met by the owner, leasee or any person,
firm or Coporation using said real estate.
A. Project frontage, side yard widths, and distance between
building in the Residential Planned Unit Development shall
be in accordance with the plans and detail sheets attached
hereto and made a part here of and marked EXHIBIT A and
which shall be the Final Plan as defined and described in
Article 45 of the Zoning Ordinance of the City of Richmond,
Indiana.
SECTION 3. WHEREAS, a study of this Ordinance was conducted by the
Richmond City Plan Commission the day of r 1977,
at which time remonstrances were heard from all parties interested
in or affected by this Ordinance.
SECTION 4. WHEREAS, the vote of the City Plan Commission was
to O in favor of/in opposition to recommending the
passa e of Ordinance No. 3271-1977.
SECTION 5. The Planning Director of the City of Richmond, Indiana,
is hereby authorized and directed upon passage of this Ordinance,
to record and approve the issuance of an Improvement Location Permit
for the establishment of the use herein allowed.
SECTION 6. This Ordinance shall be in full force and effect from
and after its passage and approval as by law required.

Re: Ordinance No. 3271-1977 - Plan Commission Case PC-77-14,
Friends Fellowship Community requesting Planned Unit De-
velopment Project
Dear Mr. Carter, Members of the Council and Mrs. Trimble:
The Richmond Planning Commission held a public hearing on October 25th and
November 22, 1977, to hear the request of Friends Fellowship Community, Inc.,
for a Unit Development Project; PC-77-14, Ordinance No. 3271-1977, at 2030
Chester Boulevard, Richmond, Indiana.
All parties interested or affected by the proposal were given an opportunity
to speak for or against this project.
Twenty-seven (27) letters were sent to the adjoining property owners to
inform them of the proposal and the scheduled hearing. Two (2) letters
were received in favor of the proposal and no one spoke at the hearing in
opposition.
The Planning Commission voted seven (7) to zero (0) to recommend passage of
this Ordinance to Common Council with the following conditions:
(a) The site plan presented at the November meeting be
made apart of this Ordinance and modified as indi-
cated in "b" below.
(b) Site plan and legal description be modified to include
an area 150 feet in width extending from the frontage
on Chester Boulevard west to the structures shown on
the site plan-.
