HomeMy Public PortalAbout04/29/08 Special CCM161 MEDINA CITY COUNCIL MEETING MINUTES OF APRIL 29, 2008 The City Council of Medina, Minnesota met in special session on April 29, 2008 at 7:03 p.m. in the Hamel Community Building. Mayor Crosby presided. I. Call to Order Members present: Johnson, Weir, Crosby, Smith Members absent: Cavanaugh Also present: Planning Commission Members: Victoria Reed, Jeff Pederson, Robin Reid, Jim Simons, Michelle Lilts and Mary Verbick. Park Commission Members: Beth Nielsen, Ann Thies, Ben Benson, Madeleine Linck. City Administrator Chad Adams, Public Works Superintendent Steve Scherer, Planning Director Tim Benetti, Associate Planner Dusty Finke, Planning Assistant Debra Peterson -Dufresne, Public Works Foreman Ivan Dingmann, Fire Marshal Loren Kohnen and City Engineers Bob Barth and Jesse Carlson II. Low Impact Development (LID) Workshop Barth provided a presentation on Low Impact Development and Sustainability. Barth defined sustainable measures at the municipal level to include renewable energy, energy conservation, purchasing environmentally products, preserving open space, several transportation initiatives, recycling, as well as protecting and improving water resources. Barth stated that LID is one aspect of sustainable development and encompasses storm water runoff techniques. Carlson discussed existing and future regulations including the City's Storm Water Pollution Prevention Program (SWPPP) and impaired bodies of water. Carlson outlined that LID often includes reduction of impervious, structural permeable pavement, vegetated infiltration areas, green roofs, under ground storm sewer storage, rain gardens, rain barrels, and trees. Carlson provided examples City implementation as well as education and outreach. Carlson referenced Leadership in Energy and Environmental Design (LEED) and open space conservation for energy or food production as sustainable tools the City can use for future planning, development or community benefits. Medina City Council Special Meeting Minutes April 29, 2008 162 Discussion was held on including LID principles in a Developer's Handbook, in the City Engineering Standards, or to be incorporated with the point system scoring when reviewing land use applications. III. Surface Water Management Plan Barth provided an update on the progress of completing the Plan, which needs to be reviewed by local watersheds. Discussion was held on requiring a phosphorous loading reduction on new development and when properties transition from agricultural to rural residential use. The Council agreed the phosphorous loading reduction requirements should be included in the plan for new development and when properties transition from agricultural to rural residential use. The Council requested Barth to complete the plan and to submit to the Council and City Planning and Park Commissions for reference. IV. Rainwater Nature Area Connie Fortin, Fortin Consulting, provided a presentation on the design for Rainwater Nature Area. Discussion was held on the presentation and options. Johnson moved, Weir seconded to approve Option 1 including the recommended timing and phasing and to make a recommendation to the City if Phase II of the improvements need more funding. Unanimous Approval. V. Clean Water Legacy Grant Funds Adams explained the Pioneer -Sarah Watershed Management Commission has requested more flexibility in the use of their $410,000 grant funds from primarily animal unit concentration to other items such as lakeshore restoration, wetland improvements, rain gardens, etc. Smith moved, Weir seconded to support the broadening of funding allocation for the Clean Water Legacy grant.
