Tiffin City Planning and Zoning Commission October 4, 2006
A regular meeting of theTiffin Planning and Zoning Commission was brought to order by
Chair Steve Berner at 6:30 p.m., Wednesday, October 4, 2006. Members present: Steve
Berner, Stephanie Surine, Shawna Colvin, Melvin Reeve and Terry Richardson. Absent:
None. Also present: Mayor Glenn Potter, Ruth Demuth, Jim Bartels and Karin Dils.
Members spent time reviewing the current sidewalk and trail map for Tiffin.
Recommended that at least a ten foot sidewalk be required by new areas along major
roadways as a means of providing space for bicycle traffic. Neighborhood walkways
could be 8, 6 and 5 as needed. Trailing is planned by the city to connect to Coralveill
trails under I-380 on Highway 6. Trailing across the city park, members considered
possible planning for getting across the community to the high school area. The trail
could follow Kimberlite and Second Street bridge, then Railroad Park westward to school
property. Another route might be Kimberlite, across Second Street bridge, and north on
Brown Street to Hwy 6. Another route might be north between the ball diamonds to
connect to Hwy 6. Members agreed that the mapping set out by Colvin and reviewed by
commission be drawn up by the city engineer.
Members considered the draft ordinance presented by Attorney Greenleaf. The ordinance
did not outline what the council had talked about. Mayor Potter volunteered that the
council had been considering an ordinance that would limit to some fraction or
percentage the number of corners that could actually have duplexes. Potter did not think
that the council desired duplexes on every corner of any new residential area. The
developer is asking the city to reconsider this proposal for a second time.
Motion Reeve, second Surine to not recommend a new zone that would enable duplexes
to be included on corner lots of a otherwise R-1 single family zone area. Commission
considered that the economics of adding one housing unit to an area would probably not
outweigh the loss realized in the lowering of lot and home prices within the same area for
a developer.
Colvin noted a desire to increase the landscaping requirements of the zoning ordinance
sometime in the future.
Soil and erosion control in new developments was discussed. The EPA will at times
check this in new areas.
Motion Colvin, second Reeve to adjourn. Motion carried. 7:16 p.m.
