AN ORDINANCE TO APPROPRIATE FROM THE CUMULATIVE CAPITAL IMPROVEMENT FUND
(CIGARETTE TAX).
WHEREAS, certain extraordinary emergencies have developed since the adoption of
the existing annual budget so that it is now necessary to appropriate more money
for the various functions of the City Government than was appropriated in the
annual budget.
NOW THEREFORE BE IT ORDAINED BY THE COMMON COUNCIL OF THE CITY OF RICHMOND, INDIANA:
SECTION 1. That for the expenses of the City Government and its institutions for
the year ending December 31, 19779 the following amount of money is hereby
appropriated and set apart out of the fund named and for the purpose specified,
said sum being subject to the law governing the same. Such amount appropriated
shall be held to include a-1 expenditures to be made during the year unless
expressly stipulated by law.
SECTION 2. That for the said fiscal period there is hereby appropriated from
the Cumulative Capital Improvement Fund (Cigarette Tax) the following specified
amount to meet the extraordinary emergency hereby declared to exist:

SECTION 3. This Ordinance shall be in full farce and effect from and after its
passage and approval by the Mayor and is Subject to the laws of the State of
Indiana governing emergency appropriations.

EXCERPTS OF THE MEETING OF THE COMMON
COUNCIL OF THE CITY OF RICHMOND , INDIANA
The Common Council of the City of Richmond, Indiana, met in regular session in the
Council Chambers in the Municipal Building of said. City November 7 1977 ,
at the hour of 7:30 p.m.
Councilman Carter presided with the following members present:
Messrs. Elstro I Williams 'Ahaus ,
Austerman Merchanthouse _ Mills ,
Cornett. Faust

Absent:
The following business was had to -wit:

The Clerk presented proof of publication of Notice to Taxpayers printed in the
Richmond Palladium Item, a newspaper of general circulation in the City of
Richmond, Indiana, on the dates of October 20 and October 27, 1977
Said notices stated that a public hearing would be held on the 7th day of
November, 1977 by the Common Council to consider additional appropria-
tions as provided for in Ordinance No. 3269-1977 . , within the, City of,
Richmond, Indiana. The proof of publication and posting of notices were examined
and found to be correct and in order. Councilman Mills moved the
proof.of publication and posting of notices be received and ordered filed, .
seconded by Councilman Faust , and on voice vote the motion was
carried.
The Clerk read on second reading Ordinance No. 3279_197 7
Councilman Mills moved for engrossment of Ordinance No. 3279-1977, seconded by Councilman
Faust and.on unanimous voice vote the motion.was carried.
Councilman Mills moved to suspend the rules and read Ordinance No. 3279-1977 on third and
final reading by title only, seconded by Councilman Faust. Councilman Elstro voted no.
11-21-77: Councilman Ahaus moved to suspend the rules and read Ordinance No. 3279-1977 on
third reading by title only, seconded by Councilman Faust and on unanimous voice vote the
motion was carried. The Clerk read on third reading by title only Ordinance No. 3279-1977.
After hearing all persons present, Ordinance No. 3279-1977 was placed on
final. passage or rejection and on a cal]- of the roll the following was recorded:

Taxpayers appearing at such meeting shall have a right to be heard thereon.
The additional appropriations as finally "wde will be referred Lo the State
Board of Tax Commissioners, which Board, upon receipt, wiIl hold a further
hearing within fifteen days at the County Auditor's Office of said County,
or at such other place as may be designated. At. such hearing taxpayers
objecting to any of such additional appropriations may be heard. Interested
taxpayers may inquire of the County Auditor w.tien and where such .hearing
will be held. t
