HomeMy Public PortalAbout3290-1977 - APPROPRIATE FROM THE CUMMULATIVE CAPITAL IMPROVEMENT FUND,CIGARETTE TAXORDINANCE NO. 3290-1977 AN ORDINANCE TO APPROPRIATE FROM THE CUMULATIVE CAPITAL IMPROVEMENT FUND (CIGARETTE TAX.) WHEREAS, certain extraordinary emergencies have developed since the adoption of the existing annual budget so that it is now necessary to appropriate more money for the various functions of the City Government than was appropriated in the annual budget. NOW THEREFORE BE IT ORDAINED BY THE COMMON COUNCIL OF THE CITY OF RICHMOND, INDIANA: SECTION 1. That for the expenses of the City Government and its institutions for the year ending December 31', 1977, the following amount of money is hereby appropriated and set apart out of the fund named and for the purpose specified, said sum being subject to the law governing the same. Such amount appropriated shall be held to include all expenditures to be made during the year unless expressly stipulated by law. SECTION 2. That for the said fiscal period there is hereby appropriated from the Cumulative Capital Improvement Fund (Cigarette Tax) the following specified amount to meet the extraordinary emergency hereby declared to exist: AMOUNT AMOUNT REQUESTED APPROPRIATED CUMULATIVE CAPITAL IMPROVEMENT FUND (CIGARETTE TAX) $25,000.00 $25,000.00 These funds are to be appropriated for the following: EXTENSION OF INDUSTRIES ROAD SECTION 3. This Ordinance shall be in full force and effect from and after its passage and approval by the Mayor and is subject to the laws of the State of Indiana governing emergency appropriations. EXCERPTS OF THE MEETING OF THE COMMON COUNCIL OF THE CITY OF RICHMOND, INDIANA The Common Council of the City of Richmond, Indiana, met in regular session in the Council Chambers in the Municipal Building of said.City November 21,_1977 at the hour of 7:30 p.mr Councilman Carter presided with the following members present: Messrs. Ahaus Austerman , Cornett , Elstro , Merchanthouse Faust , Williams , Absent: Mills , , The following business was had to -wit: (OTHER BUSINESS HAD) The Clerk presented proof of publication of Notice to Taxpayers printed in the Richmond Palladium Item, a newspaper of general circulation in the City of Richmond, Indiana, on the dates of November 9 and November 16 Said notices stated that a public hearing would be held on the 21st day of November - , by the Common Council to consider additional appropria- tions as provided for.in Ordinance No. 3290-1977 , within the, City of Richmond, Indiana. The proof of publication and posting of notices were examined and found to be correct and in order. Councilman Ahaus moved the proof.of publication and posting of notices be received and ordered filed, seconded by Councilman Austerman , and on voice vote the motion was carried. The Clerk read on second reading Ordinance No. 3290-1977 ,Councilman Ahaus moved for engrossment of Ordinance No. 3290-1977, seconded by Council- man Faust. The motion carried with Councilman Carter voting nay. President Carter stated Ordinance No. 3290-1977,is held until the next meeting. 12-5-77: After hearing all persons present, Ordinance No. 3290-1977 was placed on final. passage or rejection and on a call of the roll the following was recorded: Ayes: Ahaus , Aus.terman , Cornett , Elstro Merchanthouse Mills , Faust , Williams , Noes: Carter , Absent: The vote being S to 1 in favor of passage of Ordinance No. 3290.
