AN ORDINANCE TO APPROPRIATE FROM ANTIRECESSION FISCAL ASSISTANCE FUND.
WHEREAS, Public Law 94-369, Title II, Public Works Employment Act of 1976 was
enacted July 22, 1976.
WHEREAS, the Federal Act and promulgated Federal regulations require each local
government to use its payments to maintain basic services customarily provided
and maintain levels of public employment.
WHEREAS, it has been determined it is now necessary to appropriate more money than
was appropriated in the annual budget.
NOW, THEREFORE, BE IT ORDAINED BY THE COMMON COUNCIL OF THE CITY OF RICHMOND, WAYNE
COUNTY, INDIANA-
SECTION 1. That for the expenses of said municipal corporation, the following
additional sums of money are hereby appropriated and ordered set apart out of the
Antirecession Fiscal Assistance Fund and for the purposes herein specified, subject
to the laws governing the same:

These funds are to be appropriated for the following project:
Park Department - Salaries and Wages, Temporary
SECTION 2. This Ordinance shall be in full force and effect from and after its passage
and approval by the Mayor and is subject to the laws of the State of Indiana governing
emergency appropriations.

COUNCIL OF THE CITY OF RICHMOND, INDIANA
The Common Council of the City of Iichmond, Indiana, met in regular session in the
Council Chambers in the Municipal Building of said.City December 5, 1977 ,
at the hour of 7:30 p.m.
CouncilmanCarter presided with the following members present:
Messrs. Ahaus Austerman , Cornett ,
Elstro Merchanthouse, Mills ,
Paust , Williams

The Clerk presented proof of publication of Notice to Taxpayers, printed in the
Richmond Palladium Item, a newspaper of general circulation in the City of
Richmond, Indiana, on the dates of November 25 and December 2
Said notices stated that a public hearing would be held on the th day of
December , by the Common Council to consider additional appropria-
tions as provided for in Ordinance No. 3295-1977 , within the. City of.
Richmond, Indiana. The proof of publication and posting of notices were examined
and found to be correct and in order. Councilman Mills moved the
proof.of publication and posting of notices be received and ordered filed,
seconded by Councilman Paus.t and on voice vote the motion was
carried.

After hearing all persons present., Ord-inance No. 3295-1977 was placed on
final passage or rejection and on a ca]I of the roll the following was recorded:

The vote being 9 to 0 in favor of passage of Ordinance No. 3295.
