WHEREAS, The State and Local Fiscal Assistance Act of 1972, Title I of Public Law 95-512 was approved October 20, 1972. WHEREAS, Section 51.40 of Part 51, Chapter I, Subtitle B, Title B, Title 31 of the Code of Federal Regulations provides as follows: A recipient Government which receives entitlement funds under the Act shall: (c) Provide for -the expenditure of entitlement funds in accordance with the laws and procedures applicable to the expenditure of its own revenues; WHEREAS, persuant to the said State and Local Fiscal Assistance Act, the proper legal officers of the City of Richmond, Indiana, have established a trust fund known as the Federal Revenue Sharing Trust Fund, WHEREAS, it has been determined that it is now necessary to appropriate more money than was appropriated in the annual budget; NOW THEREFORE BE IT ORDAINED BY THE COMMON COUNCIL OF THE CITY OF RICHMOND, WAYNE COUNTY, INDIANA: SECTION 1. That for the expenses of said municipal corporation, the following additional sums of money are hereby appropriated and ordered set apart out of the Federal Revenue Sharing Trust Fund for certain ordinary and necessary maintenance and operating and certain ordinary and necessary capital expenditures, said sum being subject to all laws governing the same. AMOUNT AMOUNT REQUESTED APPROPRIATED FEDERAL REVENUE SHARING TRUST FUND $1001000.00 $100,000.00 TOTAL $100,000.00 $100,000.00 These funds are to be appropriated for the following project: Operating expenses for Rose City Bus Lines SECTION 2. This Ordinance shall be in full force and effect from and .after its passage and approval by the Mayor and is subject to the laws of the State of Indiana governing emergency appropriations. Ahaus Austerman , Cornett , Elstro , e c an house Mills , Faust _ , Williams Absent: None The following business was had to —wit: (OTHER BUSINESS HAD) The Clerk presented proof of publication of Notice to Taxpayers printed in the Richmond Palladium Item, a newspaper of general circulation in the City of Richmond, Indiana, on the dates of December 7th and December 14th Said notices stated that a public hearing. would be held on the loth day of e�Amher, �977 , by the Common Council to consider additional appropria— tions as -provided for in Ordinance No. 3yoq-1g77 , within the, City of Richmond, Indiana. The proof of publication and posting of notices were examined and found to be correct and in order. Councilman A4i11s moved the proof of publication and posting of notices be received and ordered filed, seconded by Councilman Pane t _ and on voice vote the motion was carried. The additional appropriations as finally made will be referred to the State Board of Tax Commissioners, which Board, upon receipt, will hold a further; hearing within fifteen days at the County Auditor's Office of said County, or at such other place as may be designated. At such hearing taxpayers objecting to any of such additional appropriations may be heard. Interested taxpayers may inquire of the County Auditor when and where such hearing will be held.
