AN ORDINANCE: PRESENTED September 25. 1985 85-0-22 ADOPTED Sevtember 25, 1985 ADDING CHAPTER 11.1 TO THE TOWN CODE TO ESTABLISH A PARKS AND RECREATION ADVISORY COMMISSION WHEREAS, William F. Rust has graciously offered the dedication of 141 acres of farm and pasture land to the Town of Leesburg for a proposed municipal park; and WHEREAS, new development and grants have added significant open space and park land to the inventory of the Town of Leesburg; and WHEREAS, this Council desires to construct and operate quality parks and recreation facilities of benefit to all Leesburg citizens; and WHEREAS, this Council seeks the on-going advice of its citizens with respect to facilities and programming needed to make Leesburg's open spaces quality parks and recreation facilities for the enjoyment and use of all its citizens; and WHEREAS, the establishment of a Parks and Recreation Advisory Commission is an appropriate vehicle to assemble and consolidate advice, support and assistance of its citizens with respect to the future parks and recreational needs of a growing communityl THEREFORE, ORDAINED by the Council of the Town of Leesburg in Virginia as follows: SECTION I. Chapter 11.1, Parks and Recreation Advisory Commission, is added to the town code to read as follows: Chapter 11.1 PARKS AND RECREATION Art. I. Parks and Recreation Advisory Commission~ §§11.1-1~ 11.1-2 ARTICLE I. PARKS AND RECREATION ADVISORY COMMISSION ESTABLISHED PKRE COR1 Parks and Recreation Commission Ordinance Page 2 ~c. 11.1-1. Commission established; ~eneral composition; meetin~ (a) The Leesbur~ Parks and Recreation Advisory Commission i_~s ~ereby established. The Commission shall consist of seven members who shall be resi- dents of the town. The office of a~y member shall be vacated if he or she becomes a non-resident of the town. ~ny vacancy shall be filled for the sub- sequent term in the same manner a_~s provided herein for original and subsequent appointments.--One o_~f the members shal____~l b_~e~ membe~r of the council appointed by th__~e council~ whose term of office shall correspond t~ his official tenure of office as a councilmember. The terms of all members, except the councilmanic member~ shall expire on June P0~ 1986. Thereaft~r~. three members shall serve for terms of two years and three members shall serve for terms of three years. Subsequent appointments t~o the initial three and .~wo year terms shall be for two .year terms. (b) Compensation of the members shall be as set forth in Section 2-91.l of the Town Code. (c) The commission shall elect its chairman at its first meetin~ on or after ~u!y ~ o_~f each .year and the town manager, or his desi~nate~ shall serve as secretary. The commission shall meet m~nthly or more often as determined by the commission. Sec. 11.1-2 Powers and Duties Durin~ Initial Term endin~ June 30~ ~986. The commission shall have the followin~ powers and duties durin$ its first term: (a) To adopt rules governing the conduct of its business and meetings. (b) To make recommendations to the Town Council with respect to the funding, development ~nd use o~f th__~e Ida Lee Municipal Park. .(c) T_9_o conduct public hearings, and otherwise solicit input from Leesbur~ citizens~ civic groups, area local ~overnments, organized athletic teams and other similar groups with respect to development and use of Ida Lee Municipal Park. (d) To identify and pursue sources of funds for the development of Ida Lee Municipal Park. (e) To assist the town manager and staff in the review require~ t~o pro- perly plan and develop proposals for en~ineerin~ and design services of Ida Lee Municipal Park. (f) To submit a written report to the Council with recommendations coverin~ the development~ funding, use and recreational programming for the Ida Lee Municipal Park by Jun9 ~0~ 1986. PKRECOR2 Parks and Recreation Commission Ordinance Page 3 Sec. 11.1-3. Subsequent Duties. After June 30~ 1986 the commission shall have the followin~ additional powers and duties: (a) T__~o mak____~e ~eneral policy recommendations to the Council witch respect to the acquisition~ development~ fundin~ and programming o_~f ~ parks an.d recreation system throughout the town. (b) T_~o advis~e the Council with respect__t° the acceptance of a~ny grant, gift, bequest or donation of real property offered or made available for public recreation purposes. (c) To identify and pursue sources of funds~ grants, gifts, and donations for parks and recreation activities and facilities. (d) To advise the town manager with respect to annual proposer fundin~ for parks and recreation facilities and activities submitted to the Town Council. (e) To promote parks and recreation activities~ special events, and programs. (f) To serve as an advocate for expanded and improved parks and recreation facilities and programs within the town. (~) To serve as liaison between the Council and Board of Supervisors to insure that Leesbur~ citizens receive county recreation facilities and services comparable with the leve____~l o_~fnee___~d and services made available t_~o othe___~r parts of the county. (h) To remain acutely aware of the latest developments and trends in parks and recreation development and service delivery. (i) To ~eport periodically on its work to the Council. (~) To monitor and advise the manager's future administration of the operation~ programmin~ and maintenance o_~f tow____~nparks. SECTION II. This ordinance shall be in effect upon its passage and all ordinances or resolutions in conflict herewith are repealed. PASSED this 25th day of September , 1985.
