.AN ORDINANCE TO APPROPRIATE FROM THE FEDERAL REVENUE SHARING TRUST FUND.
WHEREAS, The State and Local Fiscal Assistance Act of 1972, Title I of
Public Law 95-512 was approved October 20, 1972.
WHEREAS, Section 51.40 of Part 51, Chapter I, Subtitle B, Title B, Title 31
of the Code of Federal Regulations provides as follows:
A recipient Government which receives entitlement funds under the Act shall:
(c) Provide for.the expenditure of entitlement funds in
accordance with the laws and procedures applicable
to the expenditure of its own revenues;
WHEREAS, persuant to the said State and Local Fiscal Assistance Act, the
proper legal officers of the City of Richmond, Indiana, have established
a trust fund known as the Federal Revenue Sharing Trust Fund,
WHEREAS, it has been determined that it is now necessary to appropriate more
money than was appropriated in the annual budget;
NOW THEREFORE BE IT ORDAINED BY THE COMMON COUNCIL OF THE CITY OF RICHMOND,
WAYNE COUNTY, INDIANA:
SECTION 1. That for the expenses of said municipal corporation, the
following additional sums of money are hereby appropriated and ordered set
apart out of the Federal Revenue Sharing Trust Fund for certain ordinary
and necessary maintenance and operating and certain ordinary and necessary capital
expenditures, said sum being subject to all laws governing the same.

These funds are to be appropriated for the following project:
Lights at #1 and #2 Softball Diamonds - Park and Recreation Department.
SECTION 2. This Ordinance shall be in full force and effect from.and after
its passage and approval by the Mayor and is subject to the laws of the State
of Indiana governing emergency appropri.ations.

EXCERPTS OF THE MEETING OF THE COMMON
COUNCIL OF THE CITY OF RICHMOND, INDIANA
The Common Council of the City of Richmond, Indiana., met in regular session in the
Council Chambers in the Municipal Building of said.City December 19 1977
at the hour of 7:30 p.m. -----
Councilman Carter presided with the following members present:
Messrs. Ahaus, Austerman Co=ett
Elstro ,_ Merchanthouse mills
Paust Willi
Absent: None
The following business was had to —wit -

The Clerk presented proof of publication of Notice to Taxpayers printed in the
Richmond Palladium Item, a newspaper of general circulation in the City of
Richmond, Indiana, on the dates of December 7th and December 14 h .
Said notices stated that a public hearing would be held on the 19th day of
December, 1977 , by the Common Council to consider additional appropria—
tions as, provided for in Ordinance No. 3303-1977 , within the City of
Richmond, Indiana. The proof of publication and posting of notices were examined
and found to be correct and in order. CouncilmanMills moved the
proof.of publication and posting of notices be received and ordered filed,
seconded by Councilman Pauat , and on voice vote the motion was
carried.

After hearing all persons present, Ordinanco. No. 3303-1977 was placed on
final passage or rejection and on a ca1.1. of the roll the following was recorded:
Ayes: Ahaus , Carter I Cornett -,' Elstro

Noes: Austerman ,

Absent: None
The vote being 8 to 1 _ in favor of passage of Ordinance. No.

meeting was adjourned.

Board of Tax Commissioners, which Board, upon receipt, will hold a further
hearing within fifteen days at the County Auditor's Office of said County,
or at such other place as may be designated. At such hearing taxpayers
